The Health Governance Ability Of Grass Roots Government And Health Poverty Alleviation

Health poverty alleviation is an important part of poverty alleviation strategy,and also an important measure to promote "healthy China 2030" strategy.The poverty alleviation project aims to alleviate the difficulties of "difficult and expensive medical treatment" in poverty-stricken areas and poor households by providing precise assistance to the poverty-stricken people who are "poverty due to illness and return to poverty due to illness".While improving the health level of the poor people,it will reduce the negative impact factors of poverty caused by illness,and then achieve the strategic goal of poverty alleviation for poor households.Under the background of building a well-off society in an all-round way,the implementation effect of the health poverty alleviation project determines whether the poor households can get rid of poverty smoothly and whether the healthy development goal of the whole people can be realized smoothly.Since the implementation of the health poverty alleviation project,the poor return to the poor due to illness in China has been lifted out of poverty on a large scale,but some poor households still haven’t got rid of the health risk of poverty due to illness,and the phenomenon of poverty return due to illness in some areas is serious.At the same time that the grass-roots government increases the financial subsidy to the health poverty alleviation project year by year,the income of medical insurance and medical service that poor households can get is relatively reduced,the short-term effect of health poverty alleviation and the sustainability of poverty alleviation effect are facing challenges,and the health poverty alleviation is in the dilemma of "Internalization".The reason for the involution of health poverty alleviation at the grass-roots level has no significant impact on the performance of health poverty alleviation.There is a micro logic behind the defect of health governance ability of the grass-roots government.From the perspective of health governance ability,it is an urgent problem to analyze the plight of poor households in the context of poverty alleviation,which is "unable to see a doctor" and "inconvenient to see a doctor".Based on the analysis of the current situation of health poverty alleviation in Jinzhai County,Anhui Province,and the comprehensive literature and case data,this paper constructs the framework of health governance capacity of health poverty alleviation project.In order to achieve the policy objectives of "affordable,good,convenient and less sick" for the poor,the health financial capacity,service supply capacity,interest coordination capacity and health policy capacity of the grass-roots government are to ensure that the comprehensive medical security system for the poor is sustainable and effective,the basic medical service system is the right medicine,the basic medical institution network The key factors for the quality assurance of basic public health services.The key path to solve the problem lies in improving the health governance ability of the grass-roots government from the four aspects of health financial ability,service supply ability,interest coordination ability and health policy ability,so as to ensure the sustainability of the comprehensive medical insurance system,the aim of the basic medical service system,the accessibility of the basic medical institutions network and the quality of the basic public health services,Finally,we can improve the performance of the health poverty alleviation policy.
