Study On The Governance Dilemma And Optimization Path Of Health Poverty Alleviation In Shanxi Province From The Perspective Of Multi-Center Governance

On November 29,2015,the State Council of the Central Committee of the Communist Party of China issued the Decision on Winning the Strong Battle against Poverty,pointing out that poverty alleviation and development are related to the well-being of the people,and that China has entered a period of rush to extricate villages and attack fortifications.In order to further achieve the goal of poverty alleviation and implement the action,in December 2015,the Poverty Alleviation Office of the State Council pointed out that seven major actions should be launched to tackle poverty,one of which is health poverty alleviation,and health poverty alleviation is an important link to achieve precise poverty alleviation.On June 21,2016,the State Health and Family Planning Commission and 15 other departments jointly issued the Guiding Opinions on the Implementation of the Health Poverty Alleviation Project to comprehensively promote and implement the work of health poverty alleviation.In order to respond positively to the call of the State Council and the Party,Shanxi Province issued the Notice of the Implementation Plan of the Health Poverty Alleviation Project of the Shanxi Health and Family Planning Commission.On October 25,2016,the State Council issued and implemented the Outline of the "Healthy China 2030" Plan.It proposed that the construction of a healthy China should be promoted,the people's health level should be improved,and the healthy poverty alleviation should be upgraded to an important strategic position.The implementation and implementation of health poverty alleviation projects are aimed at solving the problems of poverty caused by illness and returning to poverty due to illness,optimizing the allocation of medical resources in urban and rural areas,realizing the equalization of public medical services,improving the medical and health conditions and public infrastructure in poor areas,improving the level of medical security and services in poor areas,and alleviating the pressure of medical expenses of poor people.This paper uses empirical research method to study the predicament and optimization path of multi-subject participation in the governance of health poverty alleviation in Shanxi Province through field investigation and literature data collation of the operation of multi-site health poverty alleviation in Shanxi Province.Apart from the introduction,the article has five main parts.The first chapter mainly introduces the concepts of health poverty alleviation and multi-center governance,and the necessity of their combination.It is pointed out that the connotation of the theory of multi-center governance and the participation of multi-subjects in the governance of medical public affairs are closely related to each other,which is the most important premise of this article.The second chapter introduces the governance subjects involved in health poverty alleviation in Shanxi Province,namely the government,commercial insurance companies,medical and health institutions,poor individuals,the responsibilities of each subject in the process of health poverty alleviation operation,and what governance objectives are achieved by the joint efforts of each subject.In the third chapter,in order to achieve the governance goal of health poverty alleviation,Shanxi Province's health poverty alleviation policy mainly adopts three characteristic governance measures,and what are the current achievements.Chapter IV mainly analyses the Governance Dilemma of the participants in the process of health poverty alleviation.In view of the existing problems of the participants,the reasons for the Governance Dilemma are analyzed.In the fifth chapter,aiming at the Governance Dilemma of multi-subjects,the optimization path is further proposed.By studying the governance responsibilities of various subjects and the relationship between them in the process of multi-subjects jointly participating in the governance of health poverty alleviation,this paper points out that the government adheres to the traditional administrative order leadership mode,can not treat other subjects equally,commercial insurance companies fail to give full play to the advantages of market operation,poor medical service ability of medical institutions,and the lack of initiative of poor individuals.The aim is to further optimize the main body system of health poverty alleviation governance,to construct the government's "simplified government and decentralized power",to give full play to the market operation advantages of commercial insurance companies,to establish interconnected medical and health institutions and to promote the active participation of citizens in the multi-party coordinated "health poverty alleviation" governance main body system.
