Research On The Influencing Factors Of Health Poverty Governance From The Perspective Of Multi-subject Governance

Objective:Through combing and analyzing domestic and foreign literature and China's relevant health poverty alleviation policies,clarify China's health poverty status and health poverty governance status,using the polycentric governance theory and Meta-governance theory to construct the influencing factors index system of China's health poverty governance from the four dimensions of government,market,society and individual.The DEMATEL method is used to further analyze the importance of each influencing factor in China's health poverty governance and the relationship between various influencing factors,find the key factors influencing the health poverty governance in our country,and then use the entropy weight method and the DEMATEL method to calculate the comprehensive weights of each dimension and sorting,analyze the influence degree of each governance subject on China's health poverty governance,and put forward countermeasures and suggestions.This will provide a scientific basis for further completing the mission of fighting poverty in the post-poverty era,achieving precise measures and improving China's healthy poverty governance,and providing ideas for the long-term,sustainability,and effectiveness of health poverty governanceMethods:Based on the relevant literatures at home and abroad and the analysis of the current situation of China's health poverty governance,the index system of influencing factors of China's health poverty governance was finally determined through the positioning of the four major governance subjects guided by the health poverty alleviation policy.SPSS 14.0 was used for reliability and validity test.Based on Excel and Matlab2018b,the DEMATEL method was adopted to explore the key factors influencing the governance of health and poverty in China.The entropy weight-DEMATEL method was used to calculate and sort the comprehensive weight of each dimension,so as to explore the influence degree of each governance body on the governance of health and poverty in China.Results:The level of disease prevention and control,the level of primary health resources allocation,the level of primary health care services,the ability of social supervision and evaluation,and the level of government guarantees are the five key factors influencing the governance of health poverty in China.Government self-monitoring and evaluation ability,government feedback adjustment ability and social feedback ability are the main factors influencing other factors.Among the four main governance dimensions of China's health poverty governance,the government,the individual,the society,and the market are ranked in order from the largest to the smallest according to the comprehensive weight.Among them,the individual dimension influencing factor indicators are not easily affected by other influencing factors,the market impact in China's health and poverty governance is the smallest,and the market dimension financial products are most vulnerable to other factors.Conclusion:Governance of healthy poverty is a complex and systematic project,which is influenced by many factors.As the leader of healthy poverty governance,the government should clarify its responsibilities and pool the efforts of all parties.The market,as the refueling station of healthy poverty management,should make full use of financial means to take advantage of the market.As the coordinators of health and poverty governance,the society should enhance social participation and promote third-party protection.As the target object and direct beneficiary of health poverty governance,individuals should enhance their health awareness and strengthen self-health management.Through multi-party joint efforts and full cooperation,we will jointly promote the sound development of healthy poverty management in China.
