| China’s rural settlements shrinking,metropolitanization and rural land use are all important academic research topics and policy practice fields currently.Nowadays,under the background of the implementation of the national Rural Revitalization Strategy,the study of rural residential idleness in the fringe of metropolitan area which involves the above three issues undoubtedly has important theoretical and practical significance.The existing studies on the idleness of rural houses are mainly based on the investigation of traditional agricultural areas,general county areas where people flowing out and have a serious hollowing problem,while the developed rural area of the metropolitan regions has not been taken seriously.At the same time,the current studies of rural space in the fringe of the metropolis are focus on the transformation of urban villages and tourism villages that directly interact with urban space and function,however,the idleness of rural housings has also been neglected.Therefore,this thesis constructs a theoretical analysis framework on the basis of absorption of related theories and logical analysis.First of all,this study analyzes the multi-scale characteristics,problems associated with idle rural houses,influencing factors and mechanism of idle rural houses in the fringe of the metropolis in theoretically.Then,taking the survey data of Nanjing metropolitan area as an example,the research conducts an empirical test on these theoretical hypotheses.Finally,this study proposes a strategic framework for planning and guidance to deal with the problem of idle housing in metropolitan area.This research uses a variety of research methods such as literature analysis,questionnaires,in-depth interviews,map analysis,field observation and multidisciplinary cross-analysis.The study has positive effects on the coping of rural residential idle problem,the refining governance of rural space,and the development of rural planning theories in the metropolitan area.Main research results of this thesis are as follows:Firstly,the research initially constructs a theoretical framework for the study of idle housing issue in the fringe of metropolitan area.The vacancy of rural housing can be described on three scales: single-family,village and the whole metropolitan area.The mechanism of the idleness of rural houses can be analyzed from the perspective of regional and family.From the regional perspective,the paper deduces the macro-level “political economy-social populationinstitutional policy” path and the middle-level “geographical location-direct government intervention-village’s conditions” path,the two paths explain why there is a holistic residential idleness in the marginal villages of the metropolis and why there are differences in the idle rates of different villages in this area.From the family perspective,this research deduces the microlevel “family characteristics-resident behaviors” path,it is used to explain why many families are idle and others are still in use even in the same village.Secondly,the research explores the structure and development characteristics of rural space in the fringe of metropolitan area.The expansion of networked metropolitan areas includes two major paths,“commercial intensive construction spaces” and “commercial nonintensive construction spaces”.The formation of metropolitan areas includes three stages:gestation period,acceleration period and maturity period.The spatial structure of a metropolitan area can be described by space circle and town level.From the space layer and space attribute dimension,the rural spaces can be divided into ten types,development characteristics of different types of rural spaces are obviously different.Thirdly,the research summarizes the multi-scale characteristics of the idleness of rural houses in the fringe of metropolitan area.At the single-family scale,the idleness of the houses can be divided into three types which are real idle,periodic idle and potential idle,and different types of idle houses are related to their construction time and number of floors.At the village scale,all the idle houses have a tendency to gather in the core area of the village’s early development,while the single type of idle houses mainly consists of perforated forms.At the metropolitan area scale,the vacancy rates of rural houses in different villages are significantly different,and the vacancy rates are related to the spatial location of the village.Fourthly,the research reveals the influencing factors and mechanism of rural residential idleness in the fringe of metropolitan area.At the macro level,the phenomenon of idle housing is affected by political economy,social population and institutional policy factors,and the mechanism can be summarized as “unbalanced concentration”.At the meso level,the phenomenon of idleness of idle housing is affected by geographical location,direct government interventions,and the conditions of the village itself,and the mechanism can be summarized as“unbalanced radiation”.At the micro level,the idleness of rural housing is affected by the characteristics of households,and the mechanism can be summarized as “the rational choice of maximizing the overall interests of the family”.Fifthly,the research proposes a planning strategic framework for the idleness of rural houses in the fringe of metropolitan area.This framework consists of principle-led strategies and implementing operational strategies.“Principle-led strategies” includes three aspects,which are overall planning goals,core values and practical points.“Implementing operational strategies” also includes three aspects which are micro-village and farmhouse level strategies,middle regional level strategies,and macro-institutional and policy level strategies. |
