Study On The Ecological Efficiency In Xinjiang

Rich natural resources and fragile ecological environment are two basic situations in Xinjiang.With the Implementation of the Policy of "Western Development" and "Counterpart Aid to Xinjiang",Xinjiang's exploitation and utilization of fossil energy and mineral resources is increasing,however it comes a variety of environmental problems.Constructing a reasonable evaluation index system of ecological efficiency can effectively evaluate the development process of Xinjiang over the years and advise on the future development of Xinjiang.This paper first compares and analyzes various methods of ecological efficiency evaluation,and finally determines a more objective evaluation method “SBM method” as the main method to study Xinjiang's eco-efficiency.After that,this paper analyzes the eco-efficiency evaluation literature using SBM method and finds that the traditional input-output indicator selection method cannot measure the free resource input,the pricing of resources does not start from the process of resource formation and the problem of too many indicators.Emergy theory provides a unified way to measure all natural resources from the formation process of resources.Therefore,this paper combines the emergy theory to construct the input and output indicators of the SBM model.Specifically,this paper selects renewable resource utilization,non-renewable resource utilization and import resource utilization as inputs to the SBM model,real GDP as expected output,and waste emissions as non-expected output.In general,this paper first analyzes the emergy input-output structure of Xinjiang from 2000 to 2014,and then analyzes the ecological efficiency of Xinjiang.The research results show that the main resource input of Xinjiang development is converted from non-renewable resources into non-renewable resources and import resources,this have led to the gradual transformation of Xinjiang from a relatively healthy eco-economic system into an unsustainable eco-economic system.Xinjiang has taken a development path of “first effective scale,then technically effective”,and overall eco-efficiency is in a very good condition.The redundancy of the import emergy and the excessive discharge of waste water are the main reasons for the inefficiency of Xinjiang's ecological efficiency.
