With the era of Internet,big data and AI coming,data and information as the source of value have attracted considerable attention,"data + algorithm",being a new decision mechanism,is considered to be a new way of learning about the world.But the meaning of data or information is extensive and plural,in a specific scale,a fundamental framework is essential for us to understand and perceive the world.The framework can provide the cognitive premise and system reference.At the beginning,the enterprise competitive intelligence activities put effort into extracting the valuable intelligence from massive knowledge or information.So the specific framework and operation process of enterprise competitive intelligence activities represent the capability of a enterprise to understand and dig the value of information.With the development of the supply chain changing from chain-type structure to network structure,as well as the advent of the co-competition theory,enterprises start to seek new value upstream and downstream in the supply chain from the view of "enterprise supply chain".The co-competition mode has been a main stream of enterprise operation and management.Under this background,the enterprise competitive intelligence research has been aware of the co-competition under the supply chain environment,other then,the competition on industrial level.Meanwhile,in the field of enterprise competitive intelligence,"Integrated Intelligence" era(Buldger,2015)has been coming,this makes the intelligence elements change to be more extensive,complex and varied,and the research about the competitive intelligence must pay attention to the new intelligence elements and deal with the relationship between the traditional intelligence elements and the new elements,further integrate them to be a whole.Based on the competitive intelligence cycle(CIC),The enterprise competitive intelligence activities can be regarded as an information processing in essence,covering all kinds of internal relationship subjects such as information demanders,information collectors and information analysts,at the same time,the three important relationship subjects: suppliers,customers and competitors,are also introduced into the research system as external integration elements,with the internal relationship subjects together,constitute the leading force in the discovery and utilization of information value.The value of competitive intelligence depends on the perception ability,insight and information analysis ability of intelligence personnel,as well as the relationship and information interaction between the internal and external relationship subjects of enterprises.At present,there has been a lot of achievements in the research of enterprise competitive intelligence in different branches of information and relationship,but the research on building a more comprehensive and systematic enterprise competitive intelligence system from both dimensions of information and relationship is very limited.This is the base of the paper.In the real society,any enterprise needs to determine its development path and strategic direction through strategic planning and decision-making in order to promote the long-term sustainable development of the enterprise.No matter what kind of enterprise,it always gets value by providing products/services,and has specific organizational structure,operation process and corporate culture.Based on these common characteristics of an enterprise,this paper divides the enterprise into three types from the strategic perspective: defensive enterprise,creative enterprise and analytical enterprise using the Miles-Snow Strategic Model.Different leading strategy determines the differences of organizational structure and operation process as well as the corporate culture between enterprises.In a dynamic environment,the enterprise strategy orientation has evolved into the positioning of its supply chain in the corresponding industrial market,and the strategic decision-making of an enterprise must also be put into a more complete strategic system for comprehensive planning.From internal to external,from corporate strategy to supply chain strategy and competitive strategy,the strategic fit among different strategies has becomed the important premise and guarantee for enterprises to select core business areas and determine and achieve their strategic objectives.Under the background mentioned above,the support of competitive intelligence activities to enterprise strategy has also begun to emphasize the whole strategic system not only the main competitive strategy.So,from a cross-disciplinary area of supply chain management and enterprise integrated intelligence,according to the research route of "macroscopic system construction-medium enterprise operation-micro element relationship",this paper mainly pursues research from the following three aspects thoroughly and progressively from theory to practice.1.System construction in macro level:From the perspective of "enterprise supply chain",giving consideration to competition and cooperation,this part of the paper expands the CIC from two aspects of information characteristics and relationship subjects in the co-competition environment based on the Boisot's Information Space Theory and Shannon-Weaver's Information Communication Theory.Furthermore,the paper builds a dynamic operation framework of enterprise internal and external competitive intelligence activities from the point of view of information diffusion characteristic.Then,the paper introduces the classic Deal-Kennedy Theory of Corporate Culture,analyzes the explicit and implicit relationship subjects in the enterprise,and integrates the internal competitive intelligence activities with the production and operation activities at different levels.The study forms a internal competitive intelligence operation system of enterprise(Figure 3.6);in the external,this paper focuses on the products/services,constructs an analysis framework of internal and external interactive operation of competitive intelligence activities(Figure 3.7),the enterprise competitive intelligence operation system of demand side(Figure 3.8),supply side(Figure 3.10)and strategy level(Figure 3.11)are constructed respectively further.Thus,the internal and external competitive intelligence activities of enterprises are organically integrated,and a complete enterprise competi tive intelligence system and its operation process analysis framework are constructed under the co-competition environment,in which information and relationship influence each other and complement each other.2.Enterprise operation in median level:Based on the value research of enterprise competitive intelligence value chain,intelligence value and the supply chain intelligence value,this part of the paper explores the internal information and relationship subjects deeply,constructs an operational analysis framework of internal information and relationship of enterprise(Figure 4.2),and then based on the enterprise cooperation theory of Brititci et al.(2004)and the competition theory of Wolter(2011),builds an operational analysis framework of external competition and cooperation of enterprise(Figure 4.5-4.6).Next,borrowing the enterprise classification in Miles-Snow Strategic Model and the supply chain classification by Fisher,taking the fit of supply chain cooperation strategy and competition strategy as the value-added goal of the enterprise,the paper integrates the value-added process of competitive intelligence with the internal and external operation process of the enterprise,and the internal and external competitive intelligence value-added operation modes of defensive enterprises and creative enterprises are constructed respectively.Then,it expands the above operation modes in coopration level using the extended/virtual enterprise mode further.This study provides a new and widely referenced operation framework for enterprises with different leading strategies and could help them formulate and implement their competition and cooperation strategy effectively,improve their operation capability and realize enterprise value-adding.3.Elements relationship in micro level:Based on the study of strategic fit and the characteristics of enterprise competitive intelligence value,this part of the paper unifies the value realization of enterprise competitive intelligence and enterprise strategic fit,studies and displays the complex operation system of enterprise information and relationship elements and enterprise strategy system Firstly(Figure 5.1).Next,in order to untangle the complex relationship between the system elements,from the systematic view,this paper constructs an interpretative structural model of enterprise strategic fit based on information and relationship using the ISM method and MICMAC method(Figure 6.3).The model shows that: in the process of enterprise system operation,all kinds of internal relationship elements play a fundamental key role and are the driving force of internal and external strategic fit.At the same time,internal collaboration is the basis of external collaboration,and internal management should precede external collaboration;cognitive information plays a central role in the system,which indicates that the cognitive level of senior managers is an important intermediary element of internal management and external coordination,and dominates the development direction of enterprises;document information has a strong linkage function,with the dual value of stock and increment;meanwhile,when the supply chain strategy ensures the supply chain capability of the enterprise,cooperates with the competition strategy of the enterprise,and jointly supports the core product strategy of the enterprise,the system is in a relatively balanced strategic fit state.The enterprise internal information and relationship play an important role in supporting and coordinating the internal and external strategic fit of the enterprise.The internal and external information and relationship elements could promote the realization of the enterprise's strategic objectives by jointly supporting the core business and key operation process of the enterprise.From macro level to middle and micro level,in theory,firstly,this study integrates the current research in information dimension and relationship dimension respectively,forms a new enterprise competitive intelligence system based on both information and relationship,makes up for the lack of a systematic framework that takes both information and relationship into account in the current theoretical research,and enriches the existing intelligence theory.Secondly,this study abstracts and introduces a basic structure unit of supply chain as "supplyer-enterprise-customer" and the perspective of "enterprise supply chain",makes the research on the "enterprise" centered in the cooperation field under the supply chain environment,which is helpful to expand the research field and to raise new problems in the cross-disciplinary theoretical research of enterprise competitive intelligence and supply chain management.Thirdly,this paper unifies the realization of information value with the enterprise strategic fit to be a whole,puts forward the general standard to measure the value of competitive intelligence from the strategic level,the unity solves the current problem that it is difficult to assess intelligence value dynamically,and provides a theoretical support for the value evaluation of competitive intelligence activities.In practice,the competitive intelligence value-added opetation modes of defensive enterprise and creative enterprise proposed before could evolve into a specific business operation mode,reflecting the generality and extensive reference of the theoretical mode;meanwhile,the enterprise strategic fit model based on both information and relationship intuitively and clearly reveals the status and the role of information and relationship elements in the process of strategic fit.The strategic fit model could be used directly to examine the internal and external operation process and the coordination among the individuals,departments or groups,as well as organizations,and further will improve the enterprise operation efficiency and make the strategy management and planning more in line with the demand of enterprise development by helping enterprise to coordinate the management activities purposefully and efficiently.In addition,the application of ISM in this paper is a positive attempt in the field of enterprise competitive intelligence and supply chain management,and its applicability and effectiveness have been confirmed by this study.ISM method has both qualitative and quantitative characteristics,and has unique advantages in the presentation of overall relationship and process display.It can not only make up for the deficiency in displaying process and the lack of overall perspective of quantitative research method,but also weaken the subjectivity of qualitative research method to a certain degree.The use of ISM method provides a new research possibility and approachable ways for related researchers to carry out their research from the systematic overall perspective.
