At present time,there are 50 millions SMEs(small and medium-sizes enterprises)in China.They take almost 99% of the total number of the enterprises,60% of the GDP and 68% of the income about the foreign trade come from the SEMs at the same time.Also they account for 53% of the tax contribution,and provide 80% of the labor job opportunities.These changes show that the SEMs have become an important mode of enterprise-development in our country.However,the talent shortage,the brain drain and the shortage of human capital have become the crucial problem restraining the further development of SEMs.The reason that causes this conflict between employees and the SMEs is not only the defect in human resource management in SMEs,but also the neglect of the ethical issues in the management process.Thus the only way to bring the SMEs out of the ethical dilemma is not the rigid management ways,but the ethical ideas combined with the human resource management theory.Only in this way the expectation that the employees and the SMEs develop at the same time could be accomplished.Because of the significance of SMEs to the economic development in China,solving the ethical problems in SMEs is very urgent.The serial issues about the human resource management caused by the SMEs is not just a simply problem.It could be a disaster that brings the whole society instable elements.Moreover,if our country wants to carry out the policy names “2025 Made in China”,and realize the great rejuvenation of Chinese nation and the Chinese dream,we should pay much attention to the optimization of the SMEs.The SMEs content a great deal of labor,that makes the favorable operation of SMEs became the foundation to all the policy implementation.From the theoretical level,the human resource management ethics is a brounch of the management ethics.It is more peitinence and extend the theory fields of human resource management and management ethics.From the practical level,the construction of the human resource management ethical system in SMEs can not only stove the ethical dilemma,but also can bring both the SMEs and the socialist market a stably healthy development.Mencius said,”a man could not rule the world without the heart of the righteousness.” What he said means it's much more important to govern a country with humane than the methods or abilities.The accent wisdom implys the relationship between the human resource and the ethics,that they are complemental for each other.To begin with,this essay expounds the theoretical basis for human resource management ethics and the relation,human resource itself contains ethical philosophy,between human resource management and ethics.The next,after analyzing the development situation and the ethical dilemma of the SMEs,the author has summarized the ethical problems that the SMEs have encountered in three section which are conception,system and individuals.To be specific,the conception is different between the employees and the SMEs.The problems in management system are lack of humanist care,faith crisis,the ignorance for the development of the staff and the imbalance of the responsibility right.The ethical personalities of both employees and employers are not perfect.Then the author has deeply analysed the external reasons,which are from economy,law and the SMEs itself,causing the ethical problems in the SMEs.Further more,the author has concluded the rules of human resource management ethics for SMEs by absorbing the successful management expriences from Japan and Germany.After that,the author has given the suggestions to the SMEs about overcoming the ethical dilemmas based on the rules of human resource management ethics.Finally,the author has discussed the expectations for the SEMs by building the ethical system.The interal expectations are happiness of all the staff,the cultivation the employees and the instituition of the entrepreneurs' ethical spirit.The external expectations are new label setting and social responsibilities taking as the corporate citizenship.
