Market competition become more and more fierce under the global economic environment,companies are looking for partners to achieve "strong" Alliance to obtain the considerable development. Followed capital, technology, and talent,"Intelligence" has entered market as "Ⅳ elements".The use of intelligence resources will curb the fate of a enterprise in many situation. The market is always generated by the demands which requires information industry that provides information and intelligence for enterprise development to keep up with the development of enterprise to provide necessary intelligence and help enterprise make decisions. But many information consciousness, intelligence-gathering and analysis capacity are very weak, the decision-making information is urgent to be provided.In fact,t he development of China’s information and intelligence services is very slowly, Information and intelligence service are too scattered, "according to" is widespread, the level of the network service quality is low. Many intelligence offer the service of introducing and the checking technology. Most of the way of the commissioned service is mail. some books intelligence institutions have cooperation, but most of them concentrated in library, and research aspects, provides service, the range is narrow, it is hard to meet the development needs of the cross enterprise. For providing intelligence service in cross industry. The cooperation in the information institutions in different types and Colleges is urgent,also in the information entity of the enterprise.The paper analyzes the construction of the intelligence services of a cross-industry coalition based on the theory of management and information science which used the method of combining theory and practice. This paper consists of seven parts. The first part introduces the background, the significance of this study describes the research contents and methods based on analysis the existing research and related literature. The Second part summaries the relevant theory, the implications and features of the intelligence services in cross-industry coalition, analyzes the links with the related theories. The third part mainly elaborates the cross-industry coalition of intelligence services building and the meaning of construction in detail. The IV Part focuses on the related contents of construction of China’s cross-industries and information service system which contents objectives and principles, security, construction, construction management and organization models, content of the Construction. The V Part is the case analysis. analyzes the background and ideas, content, mode of operation and service, management, operation, cooperation mechanisms and other related content based on the the Shanghai industry intelligence service alliance. The VI Part analyzes the barrier in the construction and identified the measures to eliminate obstacles. The last summarizes the article content and puts forward the lack and prospect of the research.
