To Participate Or Not

China's current stage of social transformation in a dual transformation and development of the institutional transformation, double transition will bring a double risk, as double the risk of a performance, the frequency of natural disasters, economic and social development of China issued a serious loss,which needs risk response and management to take proper and effective way, and this effective risk communication is one way. From the idea and practice of view, risk communication is becoming an important way to deal with the risk of our society, in which public participation is becoming a risk communication to ensure good results.Rise of the Network Society for public participation in risk communication provides a timely and good platform, but the platform only provides the possibility of public participation, it does not guarantee a positive and effective participation of the public and, therefore, how the public network platform involved in risk communication, what factors influence public participation is a problem worthy of study.In this paper, the theory of DBO theory, carding a variety of factors that affect the participation of public network, the construction of a research framework for public participation in the network, and empirical research using questionnaires. The results mainly in three aspects:(1)The research shows that the cognitive function of Internet risk communication, network self-efficacy, participation in efficacy, participation expectations and opportunities for participation with the public network involved in positive correlation hypothesis basically been verified.(2)The research shows that the risk of natural disasters in the public communication network participation level is low, and the high value of influencing factors, suggesting that there are other factors that affect the public network participation. This paper argues that the alternative to meet, participate in alternative channels, participation in risk and low social participation have affected the public's network participation.(3)The research shows that an active participant with the neutral and negative participant has all the differences in the beliefs, expectations and opportunities, active participants have a higher faith and participation expectations, and believe there are many opportunities to participate in risk communication, therefore, This paper argues that improve beliefs,expectations and opportunities for neutral and passive participants, help to promote the active participation of its steering.On the basis of the factors affecting public network participation empirical analysis, this paper also studied the natural disaster risk communication effectiveness of public participation, according to the theory of public satisfaction with the construction of a natural disaster risk communication public satisfaction index model, but also the construction of a natural disaster risk communication and public satisfaction evaluation system, and established a target weight using expert scoring method.Finally, this paper presents a realization of institutionalized public network participation in two ways. In the normative elements of the system, the need to construct a network of risk communication issues, construction of risk communication and consultation mechanisms to enhance the level of public participation; in cultural systems-cognitive factors, the need to foster social capital public network participation, good civic participation motivation and awareness.
