As the most popular and powerful medium, TV plays different roles in many aspects. It could be means for the public demonstrating democracy by broadcasting news and thus leading the public opinion. It could be the bridge to boost economic development by publicizing and establishing product brand. Or it could be the platform to entertain and pass on culture information.During the social transformation, it's the most wanted request to provide equal and generalized TV public service for the society.The western public TV, BBC as their representative, has formed a system for serving the public profit and social responsibility based on democracy and neutrality, by eliminating the goal of market-profiting. Yet the public TV is based on the western political and administrative system. The public TV service in China may learn from the west, but no copying them.The industrial development of Chinese TV medium finds a way out of the difficulty of input lack from the government. The new structure of more people watching more channels has been established. Yet the public is not content with Chinese TV service, for the commercial tendency urging un-profound and unbalanced product. Firstly, the paper analyzes the meaning and function of television public service and the problems of China's television public service .Secondly the result of satisfaction survey of Tianjin TV was analyzed. Lastly, a new system of television public service based on the satisfaction of customers was build which will promote the standardization and legality of public service television.Public TV service will fulfill the basic need for information and culture flow, to protect the public interests for cultural share. It will also keep an eye on the public rights for cultural production and expression. Even more, it will enforce the power to public in democracy process.
