The outline of the national medium-and long-term plan for education reform and de-velopment(2010-2020)puts forward that balanced development is a strategic task for China's education development.In recent years,the state has taken a series of measures to promote the balanced development of county compulsory education.The 19 th national congress of the communist party of China proposed fair and quality compulsory education.As the basic unit of China's economic and social development,as well as the basic unit of basic education development,county is the primary field to realize the balanced develop-ment of compulsory education.In recent years,China's compulsory education has achieved the goal of basic and balanced development in the county.Based on the proposed by the party's 19 th China's economic and social development into a new era,fair and quality education become the background of international educa-tion development goals,is focused on the balanced development of the county area com-pulsory education quality policy,through on-the-spot investigation method,interview method,mathematical statistics analysis,policy analysis and other methods,the effective-ness of balanced development of the county area compulsory education quality policy,in the implementation of the policy issues,policy mechanism,perfect system analysis re-search on the problems such as.The core content of the paper is as follows.The first part reviews relevant research results.This paper introduces the research purpose and significance,sorts out the relevant research results at home and abroad,ex-plains the methods of field research,interview,mathematical statistical analysis and policy analysis,and further clarifies the technical route of the research.The second part defines relevant concepts and theoretical basis.This paper defines the core concepts of urban and rural areas,compulsory education,balanced development of quality and quality of compulsory education,balanced development policy of quality and quality of compulsory education,introduces the theoretical basis of public product theory,public choice theory,equalization theory of public service,and public policy analysis the-ory,and constructs the analytical framework of this paper.The third part carried out a survey of the current situation.Taking L district of X city of shaanxi province as an example,the investigation object is selected and the investiga-tion tool is designed.Spot investigation,carried out a comprehensive understanding of case area compulsory education balanced development of the high quality policy and its implementation condition,from the layout adjustment,funds safeguard and school-running conditions in case of the aspects of policy actions were analyzed,from basic equilibrium target,teaching staff structure and basic education facilities of the balanced development in three aspects carried on the thorough analysis,to determine the L area compulsory educa-tion quality should strive to the direction of balanced development.In the fourth part,the implementation of the quality and balanced development policy of compulsory education in L district is carefully investigated and deeply analyzed.Policy experience is summarized from three aspects: policy goal setting and public interest orien-tation,policy program planning with certain maneuverability,and diversification of policy implementation means.Tease out in the process of policy execution policy subject is too single,inadequate resources,policy,target cooperation degree to improve the personnel loss,policy implementation,policy implementation of "operation room",policy evaluation system is not sound,and from the policy subject,policy,resources,policy object,policy execution and policy supervision,policy evaluation,and other aspects reasons for the prob-lems appeared in the process of policy implementation.The fifth part puts forward the perfect countermeasure suggestion.National,provin-cial(municipal)and county-level governments: the state should further improve the quality and balanced development policy for compulsory education,provincial governments should improve their overall planning ability,and county-level governments should im-plement policies and conduct self-assessment.From the aspect of compulsory education schools,it is necessary to improve students' and parents' rational understanding of policies,motivate rural teachers by various means.From the social level: multiple social forces should be introduced to establish and improve the "whole process" policy supervision sys-tem,and the evaluation system should be optimized to widely absorb public opinions.Pol-icy is to promote the county compulsory education quality and balanced development of an important guarantee.
