Rural compulsory education is an important part of the national basic education.Developing the rural compulsory education has an important role for improving the quality of the rural population in our country and building a well-off society in an all-round way.Due to the long existing urban and rural division of the dual economic structure and social system in the process of our social and economic development,there is the great gap in our country between rural compulsory education and urban compulsory education,which has caused rural compulsory education as "short board" of compulsory education development in our country.Consequently,developing ruralcompulsory education and implementing supportive education policy to improve the rural compulsory education development condition in the new century have become a"people's livelihood project" at all levels of national and local governments.This dissertation is an analysis in the perspective of policy implementation on the policy problems in supporting the development of the rural compulsory education since the:new century.This study is not only a theoretical exploration for supportive education policy,but also the investigation and analysis on the implementation of supportive rural compulsory education policies since the new century in L County,Jiangsu Province.On the basis of that,this dissertation will summarize and analyze the characteristics of thesupportive education policies in our country and the path of the education policy in a county,therefore this study has important theoretical value in theory and has strong relativity of reality in practice.This dissertation contains seven chapters.Besides the first introduction chapter,the rest of the six chapters are divided into three parts.The first part includes the second chapter and third chapter,which is mainly the causes and actions of the supportive policies for rural compulsory education development since the new century in our country,and the overall research on the implementation of the supportive rural compulsory education policies in L County.Chapter 2 applies the "Multi-streams Theory" to analyze and reveal the background andreason of the supportive policies,concludes the supportive policies for the development of the rural compulsory education in our Country and Jiangsu Province since the new century and analyzes the overall implementation effect of the supportive education policies.The third chapter is the overall study on L County in Jiangsu province.It will dig up the history and reality soil of the supportive policy implementation through thedescription of social and economic development,educational change and presentsituation in L County of Jiangsu Province.At the same time it will carry out the overallinvestigation on the actions and results of the supportive rural compulsory education polices in L County.The second part includes the chapter 4,chapter 5 and chapter 6.In three chapters,in the perspective of policy implementation the author investigates supportive policies in L County,the development of rural leftover children,the implementation and positive results of rural compulsory education modernization with the combination of the questionnaire and the interview data.On the basis of that,it will analyze the problems in the policy implementation.In chapter 4,education policy implementation in L Countyhas appeared the problems of motive alienation,lacking of supporting target,"vacuum"in the management,the infiltration of social relationship in the evaluation.The author ascribes to the diversification of interests in the policy implementation,the "aphasia" of rural schools,the single evaluation criterion and the ability limitation in policy implementation.In chapter 5,there are three problems that main bodies transfer of policy implementation,over dependant on school ability and the division of education resources utilization.The researcher thinks the fundamental reason is that the policy target group hasn't put on the "centre".In the sixth chapter,through the policy implementation investigation on the chain of the county government,bureau of education,the township government and the school,the researchers concludes that the"nonverbal power" in county policy implementation causes the phenomenon of the executive power reconstruction and the relationship operation.The third part is chapter 7.This section is the summary of the study of the second part.At first researchers think that supportive education policies as the compensation for vulnerable groups embody the concept of promoting compulsory education equality to equilibrium,the Central Government and the Provincial Government gradually taking the main responsibility,the government becoming finance investment main body,the gradual object diversification of policy adjustment,urban education enhancing supports to rural education.Secondly,researcher analyzes two paths of administrative drive and non-governmental drive in the county implementation of supportive policies.Finally,researcher gives the suggestions to the effective policy implementation.Researcher believes that the effective implementations of education policies not only need to build the integrate propulsion mode of the policy implementation,and also shall enhance the ethical control of the discretion,optimize the running mechanism of the supportive policies and improve policy implementation environment in the county.
