Research On The Development Mechanism And Measurement Of Biomass Energy Industry In Key State-owned Forest Areas In Heilongjiang Province

Since the 18th National Congress of the Communist Party of China,China has attached great importance to biomass energy industry development and formulated the biomass energy development strategy.The 13th Five-Year plan of biomass energy proposed that biomass energy will basically achieve commercialize and large-scale utilization by 2020.With the implementation of the Natural Forest Protection Project and the comprehensive cessation of commercial logging policies for natural forests,the problems emerged in key state-owned forest areas in Heilongjiang Province,which were the lack of pillar industries and the slow economic growth.The development of traditional industries,mainly wood harvesting and processing,has been severely restricted.Also,the management method has shifted from wood production to forest resources cultivation.It is urgently needed to find alternative industries,adjust industrial structure and transform economy in key state-owned forest areas in Heilongjiang Province,especially seeking the new pillar industry.Biomass energy uses agricultural and forestry residues as raw materials,which is the reuse of waste resources.Biomass energy industry development in key state-owned forest areas in Heilongjiang Province meets the national strategic need,which helps to change the development model that is highly dependent on wood production.It has important practical significance for promoting the transformation and upgrading of the industrial structure,as well as achieving the coordinated development of "ecology-economy-society".Although the agricultural and forestry residue resources are rich in key state-owned forest areas in Heilongjiang Province,and there is a broad market for biomass energy demand.The biomass energy industry is still developing slowly,and the degree of intensification is low.Under this background,it is necessary to conduct theoretical analysis and empirical research on biomass energy industry development in key state-owned forest areas in Heilongjiang Province,in order to clarify the mechanism of influencing factors of biomass energy industry development and identify key influencing factors.It provides the theoretical support and countermeasures for biomass energy industry development in key state-owned forest areas in Heilongjiang Province.Firstly,after analyzing the domestic and foreign literature,"DPSIR" analysis paradigm for biomass energy industry development was proposed,based on the DPSIR(driving force-pressure-state-impact-response)theoretical model.It starts from the driving force of biomass energy industry development,analyzes the status of biomass energy industry development,researches the impact of biomass energy industry development,and proposes response measures.From the perspective of biomass energy resources status and biomass energy industry status,the current status of biomass energy industry development in key state-owned forest areas in Heilongjiang Province was analyzed.The results showed that the total amount of biomass energy resources increased steadily from 2005 to 2017,and biomass power generation projects developed rapidly.Secondly,this paper clarified the development mechanism of biomass energy industry in key state-owned forest areas in Heilongjiang Province.Based on the "DPSIR" analysis paradigm,the influencing factors for biomass energy industry development were defined,as well as the relationship between influencing factors was combed.According to that,the theoretical model for the development mechanism of biomass energy industry was constructed.Then,the theoretical model is verified by the partial least square structural equation model(PLS-SEM).The results showed that there was a mutually promoting relationship between biomass energy industry development and the economic and social development of key state-owned forest areas in Heilongjiang Province.The improvement of the technological level and increasing policy support,were effective measures to promote biomass energy industry development.Thirdly,the development level of biomass energy industry in key state-owned forest areas in Heilongjiang Province was evaluated,and key influencing factors of industrial development were identified,in order to explore the effect of influencing factors on biomass energy industry development in general.The evaluation index system for the development level of biomass energy industry was established.The TOPSIS model was used to evaluate the level of biomass energy industry development.The results showed that the level of biomass energy industry development of key state-owned forest areas in Heilongjiang Province has steadily increased from 2005 to 2017,experiencing the "low level-medium level-high level" development process.The obstacle degree model was used to identify key influencing factors of biomass energy industry development.The results showed that key influencing factors were the utilization of biomass energy resources,capital investment,industrial scale,market competitiveness,and the level of the development and utilization of technology.Finally,based on the theoretical analysis and empirical research,countermeasures and suggestions were proposed to promote biomass energy industry development in key state-owned forest areas in Heilongjiang Province.These included improving biomass energy industry policy,increasing the technological innovation capacity of biomass energy industry,strengthening the financial support for biomass energy industry,perfecting market operating mechanism of biomass energy industry,and set up raw material security system of biomass energy industry.Combination with the actual situation of biomass energy industry development in key state-owned forest areas in Heilongjiang Province,the process for the innovation and evolution of biomass energy technology was designed,and the crop straw raw material storage system was constructed.
