A Study On Influencing Factors Of Asset Transfer Of "Three Supply And One Industry" In The Residential Area Of Large State-Owned Enterprises

With the deepening of Supply-side structural reform of state-owned enterprises in China,the separation and transfer of the “Three Supplies and Property Management”(that is,the enterprise’s water supply,power supply,heating and property management functions)in the family area of state-owned enterprise employees has gradually attracted attention.The work has been fully launched across the country since 2016.In order to realize the stripping of the social functions of state-owned enterprises and the transformation of state-owned enterprises,it is the general trend to carry out the separation and transfer of "three supplies and one industry".Many scholars have found that the separation and transfer of “Three Supplies and Property Management” will be affected by many factors,but few studies have analyzed the influencing factors from the perspective of the overall system.Therefore,this paper focuses on the transfer of “Three Supplies and Property Management” assets in the residential area of large state-owned enterprise employees’ families,and actively explores the factors and mechanisms that affect the transfer,and provides a theoretical basis for the research on the separation and handover of "three supplies and one industry".The separation and handover of “Three Supplies and Property Management” involves a wide range of issues,and there are many problems left over from history,and the work is affected by many levels.In order to further clarify its influencing factors,this paper,based on literature review and case analysis,preliminarily identifies the relevant factors that affect the transfer of "three supplies and one industry",and finally determines the list of influencing factors combined with the expert scoring method.Through the judgment of the logical relationship of the influencing factors and the numerical analysis of the driving force and dependence,the ISM-MICMAC interpretation structure model of the separation and transfer of“Three Supplies and Property Management” is established,and the influencing factors are divided into three levels: surface layer,middle layer and deep layer.Then construct a multi-layer hierarchical structure diagram,and analyze its impact on the separation and transfer of “Three Supplies and Property Management” from each level,and put forward corresponding countermeasures and suggestions on this basis.Finally,in order to verify the feasibility and effectiveness of the measures,this paper selects the actual case of the “Three Supplies and Property Management” asset transfer project in the family area of a railway enterprise’s employees for analysis.On the basis of understanding the current situation of the handover of "Three Supplies and Property Management",analyze its influencing factors and take reasonable measures.Through the analysis of the effect of the measures,the "Three Supplies and Property Management" project was completed in an orderly manner according to the time node,and the handover efficiency was improved,which confirmed the feasibility of the method in this paper.The purpose of this paper is to comprehensively identify the factors affecting the transfer of assets of “Three Supplies and Property Management” in the residential area of large state-owned enterprise employees’ families from a systematic point of view,analyze the relationship between the influencing factors,establish a theoretical research model,and expand the research field of "three supplies and one industry".Based on the model results,this paper proposes feasible measures and suggestions,which can provide a certain reference for future related research,which has important practical significance and practical basis.At the same time,the paper provides solutions for the separation and transfer of “Three Supplies and Property Management” for local functional departments and state-owned enterprises.And help realize the goal of reducing the burden of my country’s state-owned enterprises and integrating social resources.
