The Method And Its Application Study On Historic Districts Impact Assessment

Since twenty-first Century,the conservation for historic districts in our country has been a hot topic in the field of urban and rural planning,and remarkable achievements have been made in theoretical research and practice.However,in recent years,related activities about construction and protection have caused many new problems and contradictions in the process of urban development and protection practice,owning to be lack of impact assessment and effective mitigation measures,which has gradually endangered the preservation for the authenticity and integrity of the historic districts,and has produced destructive effect on heritage value of which.Therefore,it will face serious challenges that how to avoid and mitigate the potentially negative impact from future activities on construction and protection,and to continue the authenticity and integrity of historic districts,with promoting sustainable development.However,it is weak for application of current protection theories and methods of historic districts in our country facing above problems and challenge,which shows the disadvantages that "pertinence of value impact being weak","controlling impact of construction activities being weak"," systematicness of protection implementation guidance being lack","timeliness of protection management being lack",which leads to being lack of scientificalness on theory and method of it.Therefore,to enhance the scientificalness for histroc districts protection focusing on pertinence,dynamic,systematicness,timeliness is important direction for exploration of which in future.Heritage impact assessment,as an important tool for scientifically manageming change of heritage by appling systemic protection methods,has the characteristics on pertinence,dynamic,systematicness,and timeliness.It has been widely used in many countries and regions by included in the policies and regulations,the ideas and methods of which have been begun to promoted in asia,and has created favorable conditions for the improvement of the scientific theory and method on heritage protection in China.Therefore,we will have new opportunity on heritage protection in China,but at the same time,it puts forward an important challenge that how to closely combined with the existing heritage protection system in China,and to innovatively explores the protection theories and methods of Chinese heritage from universal to pertinence.Under the above background,this article takes China's historic districts as the research object,by using the opportunity that international heritage communities are promoting the technology on heritage impact assessment in Asia,and makes exploratory research by heritage impact assessment appllied with the conservation for historic districts,the main purpose of which is to try to solve the practical problems of historic districts protection in our country.At the same time,the article expectes to take the protection for historic districts as the demonstration,from point to surface,which will supply reference for heritage impact assessment appllied with the heritage protection management and practice in our country.This article adopts the logic thought from epistemology to methodology by problem-oriented,and maks the research of the key content on "basic research,problem research,cognitive research and methodology research".In the aspect of basic research,this paper makes the research on background,the purpose,significance,the definition and definition of the concept,and does it on research objec,research methods and research framework.On this basis,this paper makes a literature review on the two clues on heritage impact assessment and historic districts,namely hackles the content on heritage impact assessment from the development history,management policy,method,and academic research,and summarizes relevant ones of the historic districts from the development history,relevant policies,theory and method,public participation,and impact assessment.In the aspect of problem research,the article discusses on "pertinence of value impact being weak","dynamic nature of controlling impact from construction activities being weak","systematicness of protection implementation guidance being lack",and "timeliness of protection management being lack",leads to the realistic problems and contradictions that protection on historic districts is lack of scientificalness without heritage impact assessment,which reveals the necessity of introducing heritage impact assessment for which.In cognitive research,the article mainly summarizes content of heirtage impact assessment,as method basis of historic districts impact assessment,focusing on "origin and concept","meaning and connotation","work flow",and "general process",finally,it reveals the important value and significance of leading into heritage impact assessment for protection of historic districts.In the method research,the article takes the historic districts as research object,and makes exploration from the methods of historic districts impact assessment and its application combining the value diversity and particularity of living protection of which.On the side of general method,it makes exploration from theoretical framework,working process,index system and general process;On the side of apllication method,it explores protection methods for which in view of historic districts impact assessment from improving protection planning method,optimizing procedure of protectection management,improving policy guarantee system and the mechanism of public participation.In empirical research,the article takes traditional style area of Tongxing street as the research object,and interpretes general process and specific methods of historic districts from the technical level,through improving strategy of historic districts protection planning method respectively from the planning framework,present situation of cumulative impact assessment,protection planning formulation,protection planning impact assessment.Finally,this article summarizes the research conclusion,the innovation,and the questions;and it makes an outlook on heritage impact assessment applied with the heritage protection management and practice in our country.
