Water resource situation in our country is grim,with the rapid economic and social development,the change of climatic factors and the impact of human activity on water resources,the situation of urban water resources and its exploitation and utilization condition increasingly severe.Especially the increasing pressure on demand for water resources in today.Water shortage has become the biggest constraints urban social and economic development.The sustainable utilization of urban water resources is the premise and guarantee for the sustainable development of the city.Assessment is an essential tool to identify problems and problem-solving,which for the rational use of water resources, promoting water resources unified deployment, improve water use efficiency, and provide protection for water security of construction projects is of great significance.Water impact assessment is analysis, forecasting and evaluation for the implementation of construction projects may have caused, the water environment, water ecology and water security and other aspects effects,Put forward policies and measures to prevent or mitigate the adverse effects.So as to effectively control of construction projects take, use, consumption, drain.Ensure the rational use of water resources and effective protection,while optimizing the allocation of water resources,for the project of construction projects to provide reasonable and scientific support in terms of water,achieve the Sustainable use of water resources.In Beijing Water shortage situation is intensifying,use of recycled water and the amount is increasing.For such a corresponding increase in water resources assessment project.This research project is located in Daxing District biological medicine base East supporting area.Mainly includes commercial buildings, from housing, public rental housing, facilities, kindergartens, trash station, pipelines and roads greening projects.In this paper, as the main object of the project, To analyze and research the application of water impact assessment’s theory and methods in practical engineering,the conclusions are as follows:i Rationality assessment of water use for the projectProject uses water-saving appliances,water-saving irrigation and other water saving measures,compliance with water conservation policies.Project introduces recycled water sources,reduce the use of tap water,meets the requirements of water resources planning and management.So the water use of this project is reasonable.ii Reliability evaluation of water sourceproject is located in Daxing municipal water,within the planning Paradise river recycled water treatment plant(Project is expected to be completed by 2016)water supply coverage.It has built a water and recycled water pipeline projects around the road.Water supply capacity to meet the needs of the project.So water resource is reliable.iii Analysis of the impact of the intake water of projectThe total water demand for the project operation is 380900 m3 per year, water use accounts for 1.12% of the Daxing District 2015 plan living water demand and 0.35% of 2015 planned total water demand, respectively.New water accounts for the proportion of the total planned amount of water is smaller.Intake water of project compliance with the water allocation plan of Daxing District Water Planing.iv Rationality Assessment of water discharge for the projectSewage discharge of project construction period is 9986 m3 per year,sewage discharge of project operation period is 303900 m3 per year.Drainage system will be implemented in the project area as rain, sewage triage system.In addition to wastewater of Construction don’t discharge,The remaining waste water after pretreatment according to the plan discharged into the municipal sewer network that Surrounding the project and have been completed.The rainwater after the collection and use,the remaining water according to the plan discharged into the municipal rainwater pipe network that Surrounding the project and have been completed,eventually retreated to Paradise river.So the drainage Scheme of this project is reasonable.v Analysis of the impact of the water discharge for the projectSewage discharge of this project is 2.08% of Paradise river sewage treatment plant processing capacity.Municipal sewage pipe network around the project has been implemented,can meet the needs of the project.Rainwater flow of this project within the scope of the drainage capacity of the reserved pipe joint.It does not affect the rainwater drainage of the surrounding area.vi Flood impact assessment of construction projectsThe project is implemented in accordance with the relevant planning,almost no adverse impact on the regional flood control,Rainwater of construction projects according to the plan discharged into the municipal rainwater pipe network,meet the requirements of the regional flood control and drainage.After completion of the project the runoff is less than the planned total runoff,met the conditions of drainage plan of the project area.Assume that the infield floor elevation of this project higher than the Paradise river in 50 years flood level elevation and away from the flood storage and detention floodplains,not in Paradise river river flood area,basically does not exist the affect of overwhelmed by flood and erosion deposition.Construction projects have been set up rainwater harvesting measures by the relevant requirements,can meet the requirements of the field area rainwater harvesting and utilization,reduce peak flow of rainwater.Therefore, the project has little effect on flood control,and the impacts of floods on the construction project is small too.In this paper, combining theory with practice, it describes the water impact assessment system of construction projects,demonstration of water resources for water use rationality and water quota control of construction projects,for achieving water conservation, efficient water use targets is significant.Flood impact assessment have a forward-looking sense for prevent construction project hinder flood and the impact of floods on the construction project.This can avoid create irreparable loss in the late.This article also have some reference value for other areas where water resources demonstration, flood impact assessment, soil and water conservation program evaluation “Three trial one”has not been performed.
