China’s urbanization process is accelerating.The urbanization rate has increased from 53.1% in 2012 to 64.7% in 2022.New developments have also emerged in urban construction.Cultural tourism real estate development has increasingly become one of the important ways to update historical urban areas.Driven by short-term economic benefits,the rapid cultural tourism real estate development usually embeds new space texture and design techniques,which makes the original historical heritage and its environment lose its original charm in the process of reconstruction.In recent years,the connotation of urban heritage protection has been expanding to Historic Urban Landscape(HUL),which requires the government to control and restrict cultural tourism real estate projects.How to scientifically and comprehensively evaluate the possible impact of cultural tourism real estate development with the participation of enterprises on the sustainable development of historical urban areas.The existing research on heritage impact assessment has not yet gone deep into specific fields in the establishment and application of methods.In order to scientifically judge the complex impact of cultural tourism real estate on the Historic Urban Landscape and provide principles and basis for the planning and control of historical urban areas,this paper takes the representative example of cultural tourism real estate intervention in the Historic Urban Landscape-Guandi Temple area in Zhoukou City as the research object,and constructs a specific impact assessment system through field investigation and literature research.Firstly,based on the understanding of the connotation of Historic Urban Landscape and the research progress of Heritage Impact Assessment,this paper interprets the heritage connotation and the characteristics of cultural tourism real estate development in Guandi Temple area in Zhoukou City;Secondly,based on the cognition of the assessment object and special impact source,the general assessment elements in the existing Heritage Impact Assessment research are adaptively revised,and an impact assessment index model including assessment objectives,assessment concerns and assessment elements is constructed.The model refines 13 assessment elements from five aspects: material attributes,cultural attributes,functional attributes,landscape attributes and environmental attributes;Thirdly,based on the basic principles of protection,analogy with similar regions and expert interview,28 evaluation criteria of different elements are formulated and refined into 56 judgment bases;Finally,based on the constructive detailed planning prepared by the enterprise,the possible impact of Guandi Temple area in Zhoukou City under the background of cultural and tourism development is evaluated.The study found that the construction of the impact assessment system of cultural tourism real estate on Historic Urban Landscape should pay attention to the existing and reconstructed historical landscape elements;Historical information prompting effect of sketch device;The living space of the traditional functional business form of the site;The restriction and minimum guarantee function of government flexible management and control;Continuity and coordination of Historic Urban Landscape;The correlation between the background conditions of artificial environment and natural environment,etc.The development intention of cultural tourism real estate will not have too many negative effects on the functional attributes of Guandi Temple area in Zhoukou City,but may have different types of effects on its material attributes,cultural attributes,landscape attributes and environmental attributes.It is mainly reflected in that the evaluation criteria are not met at the level of evaluation elements of buildings and sketch devices,and the historical authenticity is ignored;Lack of historical continuity in the overall space,street space,landscape points and scenic spots;Loss of overall coordination at the level of landscape corridor and coordination elements with the external environment;Lack of scientific protection at the level of other Historic Landscape elements and so on.The construction idea of the evaluation system and the specific analysis of the evaluation results can provide reference for the impact evaluation of similar cultural and tourism development projects in similar regions in China,and lay a foundation for the further expansion of the research on evaluation methods in relevant fields.The evaluation standard system constructed by this research can provide a detailed reference for the subsequent research to revise according to local conditions.
