Study On The Optimization For The Marine Industry Of The South China Sea

In recent years,with the change of the international situation,the strategic competition regarding the ocean is increasing.Moving towards the ocean has become a sustainable strategic choice for many countries and nations.The South China Sea region has the inherent geographical advantages that will play a key role in this process.The marine industry of the South China Sea is the most potential resource along with the raising of our nation and it supposes to take this historical responsibility.With the rapid development of science and technology,China's comprehensive strength has been continuously strengthened.The marine economy and industrial development of the South China Sea have been standing at an important historical starting point and are facing unprecedented development opportunities and challenges.The development of marine economy in the South China Sea region is an important part of the economic upgrading and transformation,and it will also promote the optimization of the South China Sea marine industry.Based on analysis and evaluation of both national and international literatures,the dissertation determines the specific thought for the optimization of the marine industry in the South China Sea.First,based on the fully understanding of industrial structural adjustment and optimization,industrial economics,regional economics and other theoretical formula,this dissertation analyzes the status of the development of the marine industry in the South China Sea and illustrates the advantages,disadvantages,opportunities and threats that the industry development faces.Second,it studies the optimization and upgrading of the marine industry in the South China Sea from three aspects: the optimization strategy,the optimization layout and the optimization path of the marine industry.Furthermore,it proposes specific suggestions for the adjustment and optimization of the marine industry structure in the South China Sea.Finally,it analyzes the current policies of marine industry development and gives specific policy and the key point for marine industry development in the South China Sea.This dissertation expects to explore the inherent rules of the South China Sea marine industry optimization and promote the South China Sea marine industry through government guidance and market mechanisms.The contributions of this dissertation are summarized as follows:(1)The dissertation constructs the optimization and development system of the marine industry of the South China Sea.Based on the analysis of the current situation of the marine industry in the South China Sea,the spatial layout and time distribution of the marine industry in the South China Sea are proposed.Furthermore,the optimization process and management framework of the marine industry is analyzed systematically.On the basis of the traditional industrial economics,the marine industry of the South China Sea is classified into four categories: marine dominant industry,marine auxiliary industry,marine emerging industry and marine future industry.Moreover,the characteristics of each industry are being summarized as well.(2)Based on the hypothesis of bounded rationality,the dissertation constructs an optimization game model of marine industry in the South China Sea using game theory.The dynamic evolution process of each industry in the South China Sea marine industry system is analyzed and studied.The key factors and feasible paths affecting the optimization and upgrading of the marine industry system are also explored.Income function is used as the basis of strategy choice in the process of evolving game to discuss the decision-making mechanism of the participant in different situations,and the strategy choice of the participant is given.(3)From the perspective of legal,the dissertation utilizes the policy tools to construct a two-dimensional framework of China's marine industry policy and analyzes the existing policies related to marine industrial restructuring in China.In addition,the dissertation studies the overflow and deficiency of China's marine industry policy and proposes a specific approach to improve the policy system of marine industry.Lastly,the dissertation makes an in-depth quantitative analysis on the content of marine industry policy of the South China Sea.
