The 21st century is the century of the ocean.,speeding up the development of the marine economy is becoming the key to solve the major problems such as the shortage of resources and the deterioration of the ecological environment,Since entering the new century,the competition for marine resources among countries has become increasingly fierce.China is a large oceanic country,but the development of marine resources is insufficient.,in the construction of an overall well-to-do society,China is confronted with outstanding problems such as overpopulation,shortage of resources,and serious environmental pollution.In order to relieve the pressure on environmental resources,we must focus on our development on the oceans.Therefore,in order to speed up the development of China’s marine economy,in April 1996,China introduced the "21st Century Agenda for China’s Oceans",in order to fully implement the scientific outlook on development,China subsequently formulated "the Outline of the National Plan for the Development of Marine Economy",especially since the party’s 18th National Congress,the Party Central Committee with Xi Jinping as its core has faced new situations in the development,utilization,and control of the oceans around the world,revolving around the strategic goal of building an overall well-to-do society and the Chinese nation’s great rejuvenation of the Chinese dream,our country’s slight increase in the ocean’s strategy has become China’s national strategy.It can be predicted that the proportion of China’s marine economy in the national economy will further increase in the future,the marine economic structure and industrial layout will be further optimized,and the marine pillar industry and emerging industries will develop rapidly.As an important marine region in China,the development of the South China Sea has a great impact on the level of marine economic development in China.The coast of the South China Sea mainly includes three provinces:Guangdong,Guangxi,and Hainan.This paper takes the South China Sea marine industry as the research object,and collects the basic data of the marine industries of the three provinces,using a combination of qualitative and quantitative,vertical and horizontal comparison methods studies the development of marine industries in the South China Sea.Specifically,the 12 major marine industries including marine fisheries in the South China Sea,offshore oil and gas industry,ocean transportation industry,coastal tourism,ocean mining,and ocean salt industry are selected first,and the economic growth rate and industrial added value are selected as technical indicators,the vertical comparison of various marine industries will provide some suggestions for the development of various marine industries in the later period.Then through horizontal comparison with China’s three major maritime areas such as the Bohai Rim,the Yangtze River Delta,and the Pearl River Delta.Finally,based on the above comparison results,it was found that the marine economy of the South China Sea has problems such as small scale of production,unreasonable industrial structure optimization,weak supporting infrastructure,chaotic management system,lack of scientific research and innovation capacity,insufficient ecological environmental protection and so on,and combined with the reality of the marine industry in the South China Sea Situations,enumerating strategic measures for the above issues to provide certain intellectual support for the development of the marine industry in the South China Sea.
