At present,the rapid development of intercity highways presents good state and it has more and more significant functions on regional economy.However,land resource is the basis of the development of transportation and it largely restricts future development.The reason is that transportation is a kind of resource-intensive industry,which occupies and consumes large amount of land resources.Therefore,it becomes a basic scientific question and requires for exploring and further studies to intensively save resources and realize the scientific and sustainable development of transportation.This paper outlines the following main contents:(1)combed the context of the evolution of theories related to research which includes the ecological economics,sustainable development and the development of the integrated transport system;(2)analyze the technical and economic characteristics,attribute and function orientation of the road transportation and railway transportation;(3)describe the present situation of land resources in China and the available quantity of arable land,and also analyze the efficiency of land use for road transportation and railway transportation and forecasts the future demand;(4)establish the bearing capacity evaluation index system for intercity road and railway transportation resources.Besides,data of road transportation and railway transportation from 2005 to 2014 have been used to take empirical research.(5)Take land resources and construction funds to construct the measurement model of the extreme of road transportation and railway transportation.(6)Take the extreme of road transportation and railway transportation as constraints to construct two-layer model of upper-layer planning and lower-layer users and conduct an empirical research by using the data of the development of road transportation in Hu Nan Province.Based on the research in this paper,the innovations including:(1)construct the index system,and try to adopt combination evaluation method to evaluate the bearing capacity of land resources on road transportation and railway transportation,and carry out the empirical research to enhance the applicability of the research;(2)construct two-layer model of upper-layer planning and lower-layer users for intercity road transportation.Besides,it also uses genetic algorithms and related data from passenger traffic of Hu Nan province to take empirical research.(3)In terms of the guiding thoughts,principles and development objectives of the development of China road and railway transportation,policies of enhancing the bearing capacity of land resources are undertaken and promote the comprehensive,concerted and sustainable development of road and railway transportation.This paper combines theoretical research with empirical research,qualitative research with quantitative research,analyses the development of the road transport industry and then elicits the relevant research achievements.According to Transport Development Planning of Hu Nan Province,The 13 th five year plan for Road Transportation of Hu Nan Province and Planning Brief of the Highway Network and the experts` advice,optimizing models by choosing 35 ‘potential new highways' and 60 existing highways and 25 railways in the 13 th five year plan to comprise the initial network of the road and railway planning.The comprehensive highway and railway network adjustment scheme is worked out according to the model calculation.
