Since the reform and opening-up policy, especially the16th CPC National Congress, The CPC Central Committee and the State Council attached great importance to the construction of the publishing groups, all regions and departments have done a lot of active exploration in the construction of publishing groups. The the press and publication units have been transferred into enterprises, and the integration of resources and structural adjustment have been accelerated. As a result, a number of publishing groups have been set up. As the pioneers in press and publication system reform and the development of the publishing industry, publishing groups play an important role in all aspects of orientating socialist culture, constructing of the socialist core value system, disseminating of knowledge and heritage of civilization.However, to meet the requirements of the building multinational Publishing Group with international competitiveness, and promoting the development and prosperity of the cultural industry, there are still many deficiencies in the publishing groups, such as the unsuitable system and the less vital development, slow transformation and upgrading, and limited innovation ability; homogeneous development and the less competitive market. Scientific evaluation system is the support of enterprise development and protection mechanism. Controlling the development direction of the enterprises through scientific evaluation system is standpoint of enterprise's development where the assessment system lies. It is scientific publishing group competitiveness evaluation system that the publishing groups' development must rely on. Scientific competitiveness evaluation system is an important starting point to promote a sustained and healthy development of publishing groups, for it not only assesses both the current situation and the level of competitiveness of publishing group, but also guides the direction of the Publishing Group's future development.Without scientific evaluation, there is no scientific management and decision-making. The establishment and improvement of the scientific publishing group evaluation system can deepen the reform of the publishing group system, promote the upgrading of the publishing industry, and enhance the international competitiveness of publishing groups. However, Compared with other enterprises publishing groups possess their own attributes. Apart from the general attributes of the enterprises, publishing groups possess certain ideological attributes, which are even more distinct and bound to affect the competitiveness evaluation system. Therefore, compared with other enterprises, the publishing group competitiveness evaluation and competitiveness evaluation have totally different requirements.Based on the in-depth analysis of publishing group competitiveness evolution and the similarities and differences of competitiveness between the publishing group and other enterprises, the dissertation investigates the selection of the target positioning, index and method of publishing group competitiveness evaluation system, constructs the model of the publishing group competitiveness, selects a sound scientific evaluation indexes and forms a series of operative publishing group competitiveness evaluation system. What is more, by taking the listed publishing groups as an empirical research sample, it designs the path and strategy to enhance the competitiveness of the publishing group as its result, and therefore directly services the current construction practice of publishing groups.The first part is the introduction of the paper. Starting from the analysis of this research background and significance, this part points out that the value rely on its practical application and academic theory formation. Based on the revision of general enterprise competitiveness evaluation system at home and abroad, especially on general assessment system for enterprise competitiveness at home and abroad, this part analyzes research fruits of publishing enterprise competitiveness evaluation system, briefly introduces the research ideas and research methods, and demonstrate the framework of the dissertation.The second part focuses on the theoretical basis of publishing group competitiveness evaluation research. This part gives definition the concept and connotation related to publishing group competitiveness. Then it introduces the basic paradigm about the competitiveness research done by economics and management fields, namely paradigms of structure-behavior-performance, resource-based and niche theory, and highlights their feasibilities and deficiencies to the publishing group competitiveness research.The third part studies the formation mechanism and evolution of the Chinese publishing group competitiveness. From the perspectives of the changes of competition environment, publishing group characteristics of path dependence and publishing industry characteristics, it analyzes the formation of how the ability, mechanism and social responsibility form and how they influence the publishing group competitiveness, and discusses the relationship between the various components, and the construct scheme that shows the mechanism of publishing group competitiveness. In the end it carries out functional relation of publishing group competitiveness.Based on the requirement of development of China's publishing group, the fourth and the fifth part select scientific evaluation indicators, and establish a set of orientated and operative publishing group competitiveness evaluation system. In the mean time, taking the China's listed publishing group companies as a sample, relevant empirical research and the comprehensive ranking of the competitiveness and a scientific evaluation of the China publishing Group competitiveness are carried out. With Phoenix Publishing Media Group (ranking first) as a case, the two parts summarize the successful experience of formation and improve about its competitiveness.The sixth part mainly put forward some comments and suggestions on promoting competitiveness of publishing groups in China. It is pointed out that China's publishing groups can promote their own competitiveness by strengthening the external resource acquisition integration capability, enhancing integration utilization ability, optimizing equity structure and governance mode, improving the strategic management and constructing of the knowledge network, and thus provide a theoretical basis and guidance for the development of China's publishing group competitiveness.
