With the characteristics of Chinese medicine,traditional Chinese medicine(TCM)hospitals are medical institutions that prevent,diagnose and treat diseases and provide rehabilitation services.They are not only the integral part of China's medical system,but also the place to promote traditional Chinese culture.In recent years,China's public hospitals,including TCM hospitals,have deepened the reform gradually.The construction and development mode of TCM hospital is different from that of general hospital,which determines the particularity of its management mode.In the environment of market economy,how can traditional Chinese medicine hospitals provide people with "simple,convenient,effective and cheap" medical services while maintain their survival and development,that has drawn attention from all walks of life.The traditional Chinese medicine hospitals have some similarities with general hospitals:their input are people,wealth and goods,and the output is the protection of people's life and health.To evaluate whether TCM hospitals can achieve "input-output" optimization which means ensuring public welfare,maintaining fairness and improving efficiency,we must use economic quantitative indicators.The purpose of performance evaluation in economic management is to achieve the strategic objectives of the organization.Through the study of performance evaluation in economic management,TCM hospitals can establish the performance evaluation system of economic management,which will improve the production efficiency,save the cost,and provide people with better TCM service.Moreover,it can provide the contrast index for Chinese medicine hospitals which will take measures to improve management ability.The research on the performance evaluation system of economic management in TCM hospitals is more like a mirror,reflecting the weaknesses in development,and helping them to improve the service level.The current research on the performance evaluation of the economic management in TCM hospitals is few.Based on some previous research,this study tries to use "stakeholder theory"and "Mitchell score-based approach" to define different dimensions and indicators in the economic management of the TCM hospitals.Guided by the "balanced scorecard" approach,the thesis combines financial dimension,patient dimension,internal dimension,learning and growth dimension,designs the performance evaluation dimension of economic management in TCM hospitals and forms expert advisory table.Through two rounds of questionnaire surveys among the experts,the statistical analysis method is used to analyze the performance evaluation system of economic management.There are 7 primary indicators:1.budget management;2.financial fund management;3.cost management;4.medical expenses management;5.medical efficiency;6.medical quality;7.traditional Chinese medicine service.The above indicators also include 33 secondary indicators.Due to the differences in region and scale,the economic management methods of different TCM hospitals can not be completely consistent.This study also aims to extract a more core index system for reference.The economic management of traditional Chinese medicine hospital is different from that of general hospital,and the index of evaluation is different,so the index system of this study is suitable for the longitudinal study of TCM hospitals.Inevitably,there are inadequacies in this study.The number of experts consulted in the study is limited,so the system formed is not quite comprehensive.It only takes four rounds of expert consultation,therefore it is more likely for experts to form fixed thinking,which may lead to incomplete indicators.
