Performance Evaluation System Research On Project Invested And Affiliated By State Administration Of Traditional Chinese Medicine

At present,with the Chinese government fiscal revenue increased year by year,the new framework of public finance has been gradually established,and fiscal management has gradually entered a new phase which focuses on expenditure management reform and improving the efficiency of the fiscal expenditure.Improving the evaluation of public resources projects by the public administration departments,and allocating and using the public resources efficiently are not only the needs of improving its management level,promoting the development of industry,but also an behavior to implement the fiscal management reform,to improve the efficiency of fiscal expenditure,and to promote the justice of social development.Since 2008,in accordance with the relevant finance requirements issued by the Ministry of Finance,the State Administration of Traditional Chinese Medicine(SATCM)has continued to carry out the trial performance of evaluation system,and deepen the valuation of the pilot projects of Traditional Chinese Medicine(TCM),and supervise the project execution.Now the procedure of performance evaluation for projects of ability development has gradually been established,but SATCM hasn't built the evaluation system for construction projects.The construction projects of TCM generally have the characteristics of public health care,public investment and massive construction.Until now,the studies of evaluation system of these projects are limited.And the studies of performance evaluation system in TCM industry mostly focus on the projects of scientific and education.In order to build the performance evaluation index system for construction projects affiliated to SATCM,this thesis will involve the characteristics of the projects,give a literature review of the performance evaluation of public investment project at home and abroad,analyse and design a project performance evaluation system by consulting with the experts,and use the analytic hierarchy process(AHP)to determine the index weight.Through the above research,the scientific and reasonable evaluation standards for the construction projects affiliated to SATCM will be established,and the construction project management of health care industry can be used for reference.This research is meaningful for the performance evaluation of project,improving the management level of SATCM,and ensuring the efficiency of central fiscal funds,scientific and reasonable allocation of public resources.
