| Objective:The research has constructed Chinese medicine service capacity evaluation index system of county-level Chinese medicine hospitals from six aspects:hospital infrastructure,Chinese medicine equipment,Chinese medicine manpower,Chinese medicine services,Chinese medicine characteristics and financial status.And it uses the constructed index system to evaluate the Chinese medicine service capacity of Nanjing county-level Chinese medicine hospitals,which can provide targeted suggestions to improve county-level Chinese medicine hospitals’ abilities to serve Chinese medicine,and make effective use of the Chinese medicine characteristics of county-level Chinese medicine hospitals.Methods:Firstly,through comprehensively searching and collecting policy documents,academic papers and research reports related to Chinese medicine services,establishing an initial evaluation index system for the ability of county-level Chinese medicine hospitals to serve Chinese medicine is the first step.Secondly,a county-level Chinese medicine hospital was randomly selected in Nanjing to be conducted a pre-survey to evaluate the availability of various indicators.At the same time,experts in related research fields of Chinese medicine were invited to two rounds of expert evaluation on the constructed index system.And next is to combine or delate some evaluation indicators recording to experts’suggestions.Further-more,the AHP was used to determine the weight of each indicator in the evaluation index system,and a comprehensive evaluation of the Chinese medicine service capabilities of the three county-level Chinese medicine hospitals in Nanjing based on the survey results.Finally,according to the degree of influence of the evaluation indicators and the results of the investigation of the three county-level Chinese medicine hospitals,the main reasons affecting the level of Chinese medicine service capacity were analyzed.Results:On the one hand,in the Chinese medicine service capability evaluation index system of county-level Chinese medicine hospitals constructed by this research,the importance of the first-level evaluation indicators are as follows:Chinese medicine manpower,Chinese medicine service,Chinese medicine characteristic advantage,infrastructures,medicine,Chinese medicine financial statues.The most important secondary evaluation index is ’the proportion of practicing(assistant)physicians in Chinese medicine’.On the other hand,the comprehensive evaluation results show that the Chinese medicine service capacity of Nanjing county-level Chinese medicine hospitals is mostly at the middle level(43～51),Among them,PK Chinese Medicine Hospital has the highest comprehensive score of Chinese medicine service at 51.1430 points,followed by JN Chinese Medicine Hospital,and LH Chinese Medicine Hospital again.Conclusions and Recommendations:Further analysis shows that Nanjing county-level Chinese medicine hospitals mainly have the problems of a small number and low value of Chinese medicine characteristic medical equipment;In terms of health personnel,there are mainly problems of lack of high-level talents and unreasonable allocation of health human resources;In terms of the provision of medical services,there are mainly problems that focus more on western medicine rather than Chinese medicine,and low utilization rate of Chinese medicine services;In terms of characteristic advantages of Chinese medicine,there are mainly problems of weakening of characteristic advantages of Chinese medicine and declining core competitiveness;In health funding,there are mainly problems such as insufficient government financial investment and unreasonable income structure of Chinese medicine hospitals.Therefore,this study puts forward the following recommendations:First,we must strengthen the infrastructure construction of county-level Chinese medicine hospitals.According to our own medical service needs,equipment utilization and economic strength,we must equip the necessary Chinese medicine characteristic medical equipment,appropriately expand the size of Chinese medicine beds,and improve hospital service conditions.The second is to increase the overall planning of health human resources in county-level Chinese medicine hospitals,improve the talent introduction mechanism,unblock talent promotion channels,and realize the introduction,use and retain of high-level talents.The third is to give full play to the technological advantages of Chinese medicine and continue to promote"Internet+" Chinese medicine services.The fourth is to consolidate and exploit the characteristics of Chinese medicine,strengthen the construction of departments with high transfer rate of key specialties,give priority to the development of special advantages of Chinese medicine,and further develop Chinese medicine service projects,innovate service content,and strengthen Chinese medicine service characteristics.Fifth,it is necessary to increase the proportion of financial subsidies,and to achieve the goal of optimizing the income structure of county-level Chinese medicine hospitals by determining reasonable charging items,price for Chinese medicine services,continue to retain the medicine additions of Chinese medicine decoction pieces. |
