Research On Risk Assessment And Control Of Wood Forest Products Quality And Safety

China is a powerful country in wood forest products producing and consuming. Since thereform and opening up, our country’s forest products industry has achieved rapid development,and the industry scale and the products quality also have acquired steadily improvement, whichhas effectively promote the economic and social healthy development. However, at present, thewood forest products’ quality and safety events is often to be reported.It is very necessary to develop the study on the risk assessment and control of wood forestproducts quality and safety, which has important theoretical and practical significance inpreventing and controlling the wood forest products quality and safety risk.This doctoral dissertations carried on the research on the wood forest products quality andsafety risk identification, assessment and control. The main research objects of this paperconsists of logs, sawn timber, wood-based panels, wood furniture, wood flooring, structuraltimber and wood preservative products, and the main research methods of this research includequalitative, semi quantitative, case studies and comparative analysis. The main contents andresults of this research are summarized as follows:（1）Using the risk management theory, combining the characteristics of the wood forestproducts，this paper elaborated the relevant definition about wood forest products quality andsafety risk, described the characteristics of wood forest products’ quality and safety risks,cleared the meaning, purpose, significance and procedures of risk identification, risk evaluationand risk control, and formed a complete wood forest products’ quality and safety riskmanagement framework, that can be used as the basis for the further research.（2）The study on risk identification of wood forest products quality and safety. Bycollecting the risk information associated with wood forest products quality and safety, thisstudy analyzed the main hazards existing in the wood forest products and pointed out the majorrisk factors affecting the wood forest products quality and safety from the quality of the products itself, the producing processes of the enterprise and the external supervision of theproducts quality; combining with the questionnaire survey, this paper put forward to determinethe risk identification factors from the attributes of products itself, the production andprocessing of the enterprise and the external supervision of the government.（3）The study on risk assessment of wood forest products quality and safety. Byidentifying and analyzing the risk factors, this paper proposed a risk evaluating method forwood forest products quality and safety, which is based on the qualitative and semi-quantitativeanalysis. Firstly, according to the certain risk evaluation criteria, this paper assigned the riskprobabilities and impacts using the qualitative risk analysis, the value of the assignment isrespectively1，2，3，4，5. Secondly, by using the experts questionnaire and scoring, inaccordance with the assignment criteria, this paper defined the risk levels of wood forestproducts’ quality and safety and divided the risk levels into very high grade, high grade,medium grade and low risk level and very low risk level.（4）The study on risk control of wood forest products quality and safety. On the basis ofanalyzing the risk control theory of wood forest products quality and safety, this paperexplained the concept of the risk-control points and evaluated the grade of risk-control points,and then determined the specific risk control measures and the implementation priority.（5）Specific measures and policy recommendations for wood forest products quality andsafety risk control. The micro level: firstly, the enterprises should strengthen the quality controlin production process from raw materials quality, production and processing and factoryinspection. At the same time, the enterprise should also build the traceability and recall systems.Secondly, the government regulatory authorities should change their supervision model andbuild quality and safety risk monitoring system to realize the efficient supervision truly. Themacro level: the state should establish a long-term mechanism of wood forest products qualityand safety to ensure the products’ quality and safety by improving the related laws andregulations system, enhancing the authentication management, increasing the investment in science and technology, and encouraging the businesses, consumers, industry associations andthe media to participate in the supervision, and so on.
