A Study On Quality Safety Risk Identification And Prevention Of Import And Export Commodities

20th National Congress of the Communist Party of China proposed to promote high-standard opening up.Under the premise of efficient customs clearance,how to quickly identify and effectively prevent the quality safety risks of import and export commodities is the new requirements for the Customs.This article based on the quality safety risk management of import and export commodities at Shanghai port,organized the policy framework and implementation of quality safety management of import and export commodities,and studies the approaches and methods to collect the risk information of quality safety,and tried to improve customs service by identification,assessment,warning and management of quality safety risk of import and export commodities.The results obtained by this research are as follows.First of all,it classified the risk information of import and export commodities into six categories,such as customs inspection,company report and consumer feedback.Secondly,Standardized the quality safety risk information of import and export commodities by screening,factor extraction and centralized storage.Thirdly,according to the injury,probability and correction factors of import and export commodities,assess the risk of import and export commodities by Risk matrix method,basing on the risk level of quality safety,issue warnings,study the measures that customs can use to deduce or remove quality safety risk of import and export commodities.And finally,offer suggestions for customs to improve the supervision to Quality Safety of import and export commodities,by comparing with the experience of quality safety risk management in the developed countries and regions,such as European Union,the United States,and Japan.In the key time of high-standard opening up for China,the study by this article on the identification and prevention of quality safety risk of import and export commodities,provided many constructive suggestions for customs to construct the system of risk warning and rapid response for import and export commodities quality safety.And protects rights and interests of consumers.
