Pork’s quality and safety concerned people’s livelihood, while as the main meat of urban and rural residents’consumption of daily life. Frequent recent years, incidents of "Ractopamine&Clenbuterol","Residues of Veterinary Drugs","Abuse of Aantibiotics", aroused great concern and widespread concern from social publics. In fact, the problem of pork products’quality and safety mainly manifested in pig production inputs like veterinary medicine, hormone residues, additives, antibiotics and other aspects, and mainly related to the feeding link. In recent years, with the rapid development of China’s pork industry, the pork chain model had also been a lot of changes, the proportion of large-scale farming was gradually increasing, but small-scale farmers and backyard was still a major model of pig farming in China. Therefore, the farmers’production safety behavior problems in feeding links were still the focus of the study.The existed theory and practice proved that it’s an effective way to protect the safety of pork with the implementation of the pork chain management to improve the degree of organization of farmers, while enhancing the quality supervision and inspection on the breeding areas. To protect the quality and safety of pork need to start from the pork chain organizations and government regulation to change the farmers’production behavior. Well, was that all organizations had the incentive to protect the safety of the farmers production? Which kind of pork chain organizations had the enthusiasm to promote the safe production decisions? Which government regulation measures played more obligatory role in pig farmers’safety decision-making behavior? What other factors government regulation depends on? What’s the pig farmers’psychological decision-making mechanism? All above the issues need further discussion and analysis.This paper constructed theoretical models and analytical framework of pig farmers’ security decision-making behavior with farmers’behavior theory, chain management theory, as well as government regulation theory. This paper made the empirical analysis of the pig farmers in production safety decision-making behavior and its influencing factors based on the sample data of798pig farmers97cooperatives20counties (districts) in the three provinces of Sichuan, Shandong and Jiangsu, to reveal the formation mechanism of psychological decision-making and behavior of pig farmers. On this basis, we explored the conditions in production safety decisions of pig farmers and to further reveal the pig farmers safety production decisions. Finally, this paper provided some policy recommendations based on the above conclusions. The full text of the main contents and conclusions of this study were as follows:Part1:The logical relationship of the chain organization, government regulation and the safety production decision-making behavior of pig farmersThis part constructed theoretical models and analytical framework of pig farmers’ safety production decision-making behavior, combined with the theory of behavior of farmers, chain management theory and government regulation theory. This paper found that: First, the different pork chain organization had different function while they had different affects on the safe decision-making of pig farmers. Second, the government regulation was the same as the pork chain organization, which had the different affects to pig farmers’ safety behavior. Third, the pork chain organization, which was different between there were interaction between chain organization variable and pig farmers’safe production intention, also between government regulation and it, which affected pig farmers’safety production behavior. Fourth, the psychological decision variables were the important factors influencing pig farmers safety production decisions.Part2:The empirical analysis on pork chain organizations and pig farmers safety production decision-making behaviorThis part made the empirical research using multivariate regression model based on798survey sample data in Sichuan, Shandong and Jiangsu provinces. It was found that introducing or bredding new varieties, the technical training, unified sales and unified epidemic prevention variables in the chain organization had a significant impact on the farmers’safety production decision-making behavior. Also found that the interaction had significant influence to pig farmers’safety production behavior. Specifically, the interaction between introducing or bredding new varieties, technical training, unified epidemic prevention variables and safe behavior intention was significantly positive. The empirical results also found that there were interaction effects between pig farmers in different scale and its production safety intention, which was significant to affect its safety production decision-making behavior.Part3:The empirical analysis on government regulation and pig farmers safety production decision-making behaviorThe empirical results showed that the number of supervision and inspection about illicit drugs, immunization regulation level, inspection and quarantine regulation had significant positive effects to the safety decision-making behavior of pig farmers; also found that there were interaction effects between the number of supervision and inspection about illicit drugs, immunization regulation level, inspection and quarantine regulation, punishment variables and safe behavior intention was significantly positive, which indicating that under the conditions of the same external government regulation, the pig farmers with stronger safe production intention had more safe decisions behavior.Part4:The empirical analysis on psychological decision-making mechanism of pig farmers from the chain organization and government regulationThe results showed that the pig farmers’psychological decision-making was owned to its’own psychological intentions, goals, and cognitive effects, and the organization and government regulation of the chain environment. Among them, pig farmers the safety production target had the mainly combined effects on the safety decision-making behavior, while pig farmers production safety intention had the mainly direct impact on its production safety behavior. And also pig farmers intention was mediating variables among external regulation variables, production targets, and cognitive variables to affect pig farmers’production safety behavior. The result showed that chain organizational governance variables had the biggest indirect effects to pig farmers’ safety decision behavior, which means you can change farmers behavior through the external governance environment. The empirical results also found that the pig farmers of different provinces and regions had different affects from government regulation measures, that the pig farmers’decision behavior was complex and dynamic.Part5:The main conclusions and policy recommendations that promote pig farmers security breeding behaviorBased on the final summary of the above findings, the policy recommendations as follows:Firstly, to encourage and strengthen the chain organization service functions, just like cultivating new varieties, technical training, uniform sales and unified epidemic prevention to improve the safety level of in production pig farmers. Secondly, to increase financial support then to strengthen the illegal drugs’supervision and inspection enforcement, so as to improve pig farmers’ safety awareness. Thirdly, focus on the individual psychological decision-making process of pig farmers and to make the specialized design according to the different breeding scales, different regions and different individual characteristics to ensure that the pig farmers pig quality and safety.In summary, this paper focused on the five-part main content, selecting three pig large province of Sichuan, Shandong, and Jiangsu as the sample range, to explore the impact relationships among the chain organization, the regulation and pig farmers safe production decision-making behavior in order to provide theoretical support to regulate the chain organization building and to provide a scientific basis for the optimization of government regulation and improve pork quality and safety management level.
