With the rapid development of internet and the wide application of the computer,Internet has become the biggest information resource database in the world. How touse the ideas of ontology to organize the different, decentralized and semi-structuredinformation resources on the Internet, and how to research the resources intelligentlyand semantic is a radical subject of current studying.This paper introduces the situation of the knowledge organization and the currentintelligence retrieval firstly, and then studies and researches of the technologies andtheories on Semantic Web ontology, which provides a theoretical basis for thesubject.This paper proposed a domain ontology construction method based onsoftware engineering spiral model after summarizing and analyzing the currentontology construction method. The method introduces the software engineering spiralmodel of software life cycle into the process of ontology construction. At the sametime, this paper provides an ontology intelligent semantic retrieval system modelbased on ontology and semantic retrieval thoughts and designs and proves a semanticsimilarity algorithm to implement the semantic retrieval. Finally, constructs a domainontology instance and a ontology database according to the new ontology constructionthoughts in the field of pediatric medicine, and implements a pediatric medicinesemantic intelligent retrieval system according to the design of semantic intelligentretrieval system model and semantic similarity and relevancy algorithm. Verify thefeasibility of the system last.The ontology construction thought and retrieval model and algorithm possessescertain generality, and also have important significance and reference value to otherareas of ontology-based knowledge organization and semantic intelligent retrieval.
