With the rapid development in computer and network technology, information resources tend to grow in an explosive way with multivariate information carriers. However, since the current organization of traditional information resources is lack of unified semantics-based description, the computer program cannot understand the semantic meaning and provide the accurate and right information resources the users need. Therefore, it has become a research hotspot in library and information field on how to solve the problems of the exclusive knowledge organization in a MARC mode under WWW-oriented network environment by minimizing the cost and maximizing the resource-sharing during the transition from traditional to digital library. In this paper, a semantic Web-based knowledge organization method is proposed, in an attempt to give some new ideas on the knowledge organization methods by describing and organizing information.Semantic Web system, an emerging cross- research field concerned by library and computer field, is able to describe and organize information resources in a semantic-based manner by making use of network technology. In this paper, with XML, RDF, and ontology, the three key technologies in the 7-layer semantic Web structure system, as a foothold, description of information resources and semantic-based knowledge organization in digital library are discussed.First, the basic connotation of semantic Web theory, the advances in corresponding research on its 7-layer structure and semantic Web at home and abroad, and the knowledge organization methods at present were discussed, with their weak points pointed out.Second, description of information resources in libraries was dialectically analyzed. While the position and role of MARC meta-data were fully recognized, the problems in development of WWW network environment in MARC and reform plan were pointed out, with stress laid on the conversion from MARC data description to XML / RDF-based description in libraries.Finally, construction methods of semantic-based ontology knowledge organization were discussed based on the above practical studies, with the research and application of ontology theory system as a foothold. The initial construction of ontology in a professional field, with medical dissertations as an example, was attempted by integrating the currently available methods and some open source ontology construction softwares, which can be used to describe the application mechanism, construction methods and technical system of ontology in an easy- to-understand manner.
