Research On Chinese Official Newsite In Public Crisis Communication

Public crisis management is a process of "dynamic communication". The three essential elements the government, media and public, which are interdependent, form a complete ecosystem.This dissertation is a comprehensive survey of the performance of Chinese government, media and public in crisis communication in the context of risk society and new media, with a focus on the role and function of the official news website in public crisis communication. The research is aimed to answer three questions. The first question:why is this research topic, namely the crisis communication of official news websites? The second:what are the roles and functions of official news websites in crisis communication, and what is the significance of the roles and functions? The third:what is the media image of Chinese official news websites in crisis communication and what is the way out (based on empirical study)? The research is based on game theory and diffusion theory. The data is focused on the performance of the official news website www.people.com.cn in the cases like the natural disaster Wenchuan Earthquake, the ethnic crisis "3·14 "in Lhasa, the health crisis H1N1 and the web crisis Shishou Incident.The analysis of the relevant data and the deduction of the relationship between the three elements point to the following conclusions:1.The official news website performs the dual function of crisis communication and crisis management, making its communication an administrative one; 2. As a communication medium, the official news website is endowed with authority, exclusive information and great influence, which are only enjoyed by government official websites. On the other hand, it is individualized and highly interactive, which are the characteristics of new media. These two features make it indispensable in the complex crisis communication; 3.In crisis communication, Chinese official news website presents four possibilities: comprehensive report, active participation, loss of voice, the absence of aphasia which are attributed to various reasons, involving media management system and political environment, as well as the construction of the website itself. The positive interaction of the government, media and public and the pareto optimum of the whole society should begin with the reform in government administration system and the construction of the media themselves. This construction and reform is both necessary and probable.
