Studies Of The Chinese Governments Strategy On Governing With News During Public Crisis

With the rapid development of the media technology, the Chinese government has faced an unprecedented challenge related to its ruling ability. The focus of this dissertation is the concept of "governing with news" and the main point of view is derived from the subject of communications combined with the theories from the politics, journalism and psychology. The basic concepts, systematic elements as well as the governing strategies concerning to the governing with news are classified and analyzed based on the public crisis that the Chinese government has faced recently. This dissertation is organized as follows: Chapters 1 is mainly focused on the interpretation of the concept of "governing with news". The four basic elements of the governing with news are analyzed in detail in chapter 2. In chapter 3, the Chinese government's main strategies related to the governing with news during the crisis are summarized using a systematic approach. Then in chapter 4 further discussions have been made on the construction of the governing-with-news system when confronting the crisis.In general, based on the typical cases such as the 5.12 Wenchuan earthquake and the Sanlu milk powder incident, the problem of how to improve the ruling ability of the government in order to solve the social crisis everywhere in a society completely filled with media is discussed and quested. It is hoped that this dissertation can provide some useful suggestions for the government in the midst of a crisis----to cope with the crisis more effectively, minimize the damage, serve the public and also maintain the reputation.
