In today’s world, with the rapid development of science technology and the Internet, knowledge innovation has become the driving force of the development of the state and society, and human society has entered the era of knowledge innovation. As an important resource in the era of knowledge innovation, knowledge determines the enhancement of social productivity and international competitiveness. In an open-knowledge-innovation environment, the users’demand of information gradually becomes socialization and diversification, which makes the user-oriented cross-system knowledge-information service transformation and expansion great urgent. While the developing of national innovation, cross-system information service now is in the transitional stage. The cross-system information security platform restructure and service organization, oriented to knowledge innovation, could provide a new way of thinking and solution for the transformation of cross-system information service. Above all, researches, based on cross-system knowledge innovation information security platform restructure and service organization, are not only necessary for information service development of the innovative nations, but also required by socialization and diversification of users’ information demand.On the basis of carding and summarizing the research and practice progress happened at home and abroad, this dissertation analyzed the collaborative relationship and strategic planning principles of our country’s information security platform development, concerning its current development situation and requirement, and explored some socializing organizational mechanism, while using national innovative information security platform restructuring environment as a starting point. Based on collaborative knowledge building, this dissertation also did researches on following areas: technology support, frame structure, cross-system sharing protocol and overall implementation of the information security platform; effectively combining the platform’s information service with cross-system collaborative service concept, to ensure diversified expansion of user-oriented service of the platform. In the last part, the dissertation used some concrete empirical cases to conclude and verify its theory and technology research finding, while further deepening the application and expansion of the finding. The whole dissertation is divided into seven chapters, while their main contents are as follows:Chapter1-Construction Environment and Architecture of Knowledge Innovation Information Security Platform. In an open knowledge innovation environment, the construction of information security platform needs a collaborative plan, which takes strategy, system, and rule all into consideration, and a cross-system collaborative mechanism. As is known, the innovation development environment has social, economic and technical aspects of the contact with information security platform development. In this chapter, we analyzed planning principles, specific planning organization, as well as strategic plan of the multi-demands oriented information security platform in network environment, and platform architecture based on collaborative relationship. The cross-system development mechanism in the information security platform construction and the interest-guarantee mechanism based on cross-system cooperation were also explored.Chapter2-Technology Support for Information Security Platform. Information protection platform construction requires not only institutional change based on system reconfiguration, but also a platform which could improve the organization, communication, presentation and service of information. Thus, technical support is the foundation and key to information security platform construction. In this chapter, from the viewpoint of resource, structure, application of the information management technology which information platform relies on, we required into such areas as structure of information platform technology, information organizing technology in network environment, and service technology support for integrated information oriented demand. While cross system is crucial to those areas, system interoperability used in platform information sharing was studied.Chapter3-Constructure of cross-system information protection platform. In social development of knowledge innovation, the subject of knowledge innovation puts forward the deep need for information service. As a result, cross system service coordination in information protection platform construction should be carried on, so resource sharing and service interworking between information-service systems could be achieved. From this point of view, in this chapter, we tried to build the cross-system-service-platform-support perspective of network collaborative framework for information protection platform. First, platform support for the cross-system collaborative service was explored in the perspective of technology coordination level and technology support of the cross-system platform. Then, in network environment, frameworks for knowledge innovation information protection platform network and platform system collaboration were made. At last, the platform-based cross-system synergy to achieve interoperability was researched from the analysis of such aspects as protocol-based interoperable technology, information systems software interoperability, semantic interoperability and interoperability in grid environment.Chapter4-Synergetic Promotion of Information Service based on Platform. When trying to achieve cross-system collaborative service, cross-system information integration and integrated service propulsion are necessary for information protection platform. In this chapter, from the viewpoint of platform information integration and service collaboration target, we dealt with issues as information integration based on platform and service collaboration organization. First, cross-system collaborative service relationship and collaboration relationship were built for information platform. Then cross-system collaborative information service organization was researched, from the analysis of such aspects as collaborative level arrangement, as well as achievement measures and framework of collaborative service. Collaborative service organization for cross-system union was studies at the end of the chapter.Chapter5-User Oriented Platform Service Expansion. Driven by knowledge innovation demand, information protection platform construction needs deepening service and business expansion which are based on platform. The integrated business expansion should be carried out on the basis of information resource integration and service sharing. In this chapter, following topics were discussed:user-oriented visual learning and consulting service, cross-system customization service, service for linking, embedding and integrating knowledge. Through the analysis of specific service processes and service structure, user-oriented platform service expansion could be achieved.Chapter6-Case Study. In this chapter, how to solve the problems occurred in the development of information service platform was researched. To find a platform service optimization and reconstruction plan, the cross-system collaborative service of Shanghai Research Public Service Platform and the knowledge linking platform construction and service organization of China Science and Technology Information Institute were used as examples to explore construction and service organization of the cross-system knowledge innovation information protection platform. In these two cases, Shanghai Research Public Service Platform carried out innovation value chain oriented "Star Q&A" advisory service, call centre service, personalized service, while the knowledge link platform in China Science and Technology Information Institute achieved service expansion by associative retrieval, special retrieval, indicator query and original link.Chapter7-Conclusion and Outlook. In the last chapter of this dissertation, the author’s research ideas and architecture were outlined, and the main point was abstracting. In the end defect and deficiency of this dissertation were indicated, and the future direction of research was proposed.
