With the development of the information age and the growth of the information resources, the information resources have attracted nationwide attention and have become strategic resources for national development. However, the emergences of web information resources have bring users conveniences as well as more challenges. People are more favorable to use those retrieval systems which facilitate their information searching. The traditional information service providers and public administrations also hope to promote the use of web information resources by reasonable purchases or users trainings. For web database providers, faced with increasingly fierce market competition, in order to develop bestsellers products, they must pay more attention to the analysis of user demands, the development of users, the diagnosis of system problems design and the building of brands. All of these are strongly calling for an in-depth theoretical study on various factors that have effects on the use of web information resources. Further more, the suggestions of promoting the effective use of web information resources are also needed to research. In a word, the web information usability has become a new hot spot.The dissertation discussed the content of web information resources utilization in a detail, introduced two prevailing models:technology acceptance model (TAM) and task technology fit model (TTF), and provided a meta model of web information resources utilization. It has been proved that TAM has been successfully applied to explain the adoption of information technology from a behavioral science perspective, which can be applied to explain and predict the use of information systems in information technology area. TTF model focuses on the fitness between task and technology, using task and technology features as independent variables and efficient as dependent variable, to explain the support ability of information technology on the task. TAM and TTF each explain the effects of user、task and technology on the efficiency of information systems from their different perspectives. The complexity of the research of web information resources use also depends on the three dimensions. The dissertation constructs a meta research model to explain the factors which are related with the efficiency of web information use, which also included user、task and technology. Our aim is to find clear, strong external variables and disturbance variables.Based on the meta-model, the paper made a case study on the use of web public information resources. Firstly, the author built an indicator system on the web public information resources and gave definitions. Then questionnaires were designed and statistical analysis was made, using structural equation model. Altogether 379 valid samples were analyzed to verify the validity and reliability of the meta-model. The relations between variables were also explored and developed the former models. It was proved that the constructs can predict the attitudes and behavior intentions well, and more valuable conclusions were made from the case study: 1. The perceived usefulness (PU) and the perceived ease of use (PEOU) from TAM are still key explanatory variables which have effects on the behavior intentions (B1)and actual behaviors(B). The effect of PEOU on PU is further verified. These show that TAM is still a dynamic model to research web users’ behaviors.2. TTF can compensate for the deficiencies of the original TAM. TTF has significant effects on PU and PEOU as well as TTF is more connected with web design quality. Thus, the paper provides that improving website quality based on TTF is a strong measure to promote the efficiency of the use of web information resources. Further more, the application value of TTF is also expanded and proved.3. Trust(TR), subjective norms(SN) and perceived behavior control(PBC) are proved also important to the web information resources. Although the three variables are not included in the original TAM and TTF, they are closely related with both and proved have significant relations with the actual use behaviors of web information resources. Case study proved that TR has positive significant effects on BI and B, SN has positive significant effects on PU and BI, and PBC has positive significant effects on BI and B.Based on theory study and case study, the dissertation further discussed the measures of promoting the efficiency of web information resources use, which included:to design web interface design in accordance with the principle of ease of usability, to ensure information content provision to promote perceived usefulness, to develop public information platform oriented to TTF, to build a fundamental institutional system to increase users’trust, and to carry out users training to promote their information literacy.The dissertation is divided into eight chapters, mainly as follows:Chapter 1:Introduction. This chapter includes the research background, purpose and significances, investigates literature reviews on web information resources use at home and abroad, and summarizes the research trends of TAM and TTF. Finally in chapter 1, the research ideas, methods, innovations and the outline of the dissertation are discussed in brief.Chapter 2:Study on the dimensions of web information resources use. Based on some data from public reports, we discussed the characters of users, behaviors, tasks and technologies. A clear theory foundation is formed from the analysis.Chapter 3:Advancements of TAM theory and applications. This chapter gave a comprehensive study on the theory origin, model evolution, related theories and meta-study advancements of TAM, from which we have an understanding on the advancements of TAM, and how we can introduce TAM to our study.Chapter 4:Advancements of TTF theory and applications. This chapter gave a comprehensive study on the theory origin, model evolution, related theories and meta-study advancements of TTF, from which we have an understanding on the advancements of TTF, and how we can introduce TTF to our study.Chapter 5:Construction a new meta-model based on TAM and TTF. This chapter is the core of the dissertation. From above research, we discussed the adaptability and necessity to integrate TAM and TTF. A new meta-model on the use of web information resources is provided to reflect the relations and effects of various constructs, and some hypothesis is also provided which together with a indicator systems to illustrate the variables.Chapter 6:Case study on the use of web public information resources based on the meta-model. Firstly discussed the features of the use of web public information resources, and based on the indicator system of Chapter 5, the author design a questionnaire and measure items, and samples were analyzed and the credulity and validity were verified by structural equation model.Chapter 7:Suggestions on improving the efficiency of the use of web information resources. From the analysis of Chapter 6, some factors which were significant to the use of web information resources were explored. Then in this chapter, the author provided some pertinent and feasible suggestions on the use of web information resources.Chapter 8:Conclusion and future research. This is the end of the dissertation, some innovations are summarized and conclusions are made as well as some shortcomings were given and further research is provided.
