Because information technology is the necessary instrument in today's developing society, more and more people begin to use network information system to collect information for him making decision. Enterprise also need follow his present management situation to make decision, which relates closely with information technology and network information resource, for him future development. Whether or not high effective using information effect directly high or low of decision-making efficiency, even success or failure. The direct influencing factor which decides network information source is network information system perceive situation of client. This paper study effective of information system to decision-making in the angle of information system (information techno). Using situation of network information resource decides the size of information decision-making, so improve achievement of network information is very important to advance information decision-making efficiency.Since the birth of the network, many experts and users are always efforts to search and solve the difficulty of usable information. Many experts get some development at the side of search instrument, optimizing information organization and information technology improvement, in order to make convenient to people who search and use network information resource. In the search tool, optimization information organization and information technology to improve other aspects of the exploration, to respect people network to collect and use information resources. Present there are two aspects which improve search and use of network information resource. Some people improve research technology (system) and build spare network database. However improving research technology and building spare network database can not achieve the intent effect. The main reason is that more people study simply on technology, but ignore the factor of "people". The "people" factor take up more and more important function on today information resource using. Nowadays appear a new aspect on estimating people achieving network information resource, which connect "technology" factor to "people" factor, and we can also call it technology adopting theory. Technology adopting theory combine users characteristic, technology characteristic and uses mentality together, in order to consider people's ability of achieving information, which is nowadays considered a better way to estimate people getting information.Development of information technology brings the development of network information resource. People research the needful information which is used to make decision form network by compute, so we can say that the development of information technology also bring the manner of decision-making great change. Before there is not any quantitative index to estimate the effect of decision-making, but decide the effect of decision-making just by the result of affairs. However bringing information technology makes people using a new way to estimate efficiency of information decision-making. Of course, this decision-making is base on the aspect of information technology assistant decision-making. Besides consider the bug of information technology itself, this paper adds the factor of "people", namely put "matter" and "people" together. This people also change the technology adopting model, making it adapt to information decision-making. This people also considers users characteristic, technology characteristic, assignment characteristic, uses and technology matching, assignment and technology matching, easy use, complex use, uses expectation and so on, and this paper also consider the influencing factor of information decision-making. Every manager need make decision-making, but how to estimate decision-making efficiency have not verdict at present. This paper supply a orientation for studying network information decision-making efficiency.This paper analyze the effective factor of uses decision-making by primary using information decision-making efficiency, and advance some feasibility advice for enhancing uses decision-making efficiency. This paper main content as follows:The first part indicate the aim and bearing of choosing subject; advance the concept of network information decision-making efficiency; indicate the meaning of studying network information decision-making, and tidy up technology adopting theory. The second part primarily sums up concept of decision-making and decision-making behavior, and emphasizes effective factor of information decision-making at the age of network, and sum up correlative theory of network information decision-making efficiency. The third part at the base of TAM and TTF theory, bring it into the area of decision-making, advance the model of estimating information decision-making efficiency and establish variable index basing on model. The forth part compose investigating questionnaire and carry through the beforehand questionnaire, provide investigating questionnaire, call back investigating questionnaire and tidy up database. The investigating questionnaire primarily put out in Management College of An Hui University, then collect the first data. After having some change, put out this investigating questionnaire by two ways, one is papery investigating questionnaire, the other is electronic investigating questionnaire; at last gather and tidy up data. The fifths using SPSS software descriptively analyze index. and validate factor analyze and detect factor analyze index. The sixth part basing on the result of data analysis, advance some feasibility advice on enhancing uses network information decision-making efficiency. The seventh part indicates deficiency and next work.
