As the special group with deep-rooted social background, impoverished students in universities have close relation to the enforcement of talent strategy. A new aid system for poor students, issued by the State Council of China in2007, has provided policy support and legal guarantee to the subsidization for impoverished-students in universities. So far, many colleges have established the scheme of the financial aid for the needy students who drop out of school, such as national scholarships, national encouragement scholarships, national grants, student loans, free education for students in teacher education program, etc. However, the present aid system desperately needs to be improved in those local general institutions of higher education, especially for the students coming from rural and urban disadvantaged classes. In view of some previous researches and investigations, this paper focuses on analyzing the causes and effects of the new aid system for poor students, and puts forward thoughts of the countermeasures to further improve the subsidization for impoverished-students in Chinese universities.Specifically, the seven chapters of this paper are as follow. Chapter one is mainly about the research questions, aims, meanings, and in-depth analysis of the current state of subsidy system for poor college students. Chapter two illustrates the theoretical basis of funding the impoverished college students, which include education equity theory, cost-sharing theory and human capital theory. Chapter three analyses the two phases during formation and development of aid system for needy students in Chinese universities, which refer to the "Free Higher Education plus Grants" phase from the early days of the nations to1980s, and the "Hybrid Funding" phase from1980s to now. Chapter four probes into the initial achievements of subsidy system for poor college students, with the examples of Central China Normal University, China University of Geosciences, Central China agricultural college, Wuhan Institute of Technology, Wuhan Industrial College, and Hubei University of Education. Chapter five sets forth the major problems of aid system for poor college students, including ineffective mechanism which cannot meet the actual needs of needy students, unequal aids leading to the split among poor students, and difficulties on determining impoverished students.
