The Study Of Health Resource Allocation In Gansu Province Based On DEA Efficiency Assessment

Health resource is scarce public resources,it's the foundation of health systems's policy and institution.How to allocate the health resource and improve the efficiency is an important part of health system reform at all levels of government. China is in the rapid development of economy, society and culture, and the residents of the community is in the health transition period, the needs of the public health service have a great changes, it is a higher requirement for the efficiency of resource allocative and the quality of health service. In 2000, the World Health Organization proposed that Improving performance of health systems should be considered the world's health issues,more and more state and government began to focus on health performance studies and made it as an important component of government performance appraisal,also made effort in improving the performance of health systems. As one of the Important indicator of the health system's performance assessment,the effciency of health resource allocation is of great significance in fairness and accessibility of health services and effectiveness of the entire health system..On the basis of grasping the situation of economic and social development and health resource allocation in Gansu Province,this paper assess the efficiency of health resource allocation by DEA model,then analysis the problem of health resource allocation and research the means to optimize resource allocation from both horizontal and longitudinal study.In the horizontal study,the configuration result of Lanzhou,Jiuquan,Wuwei,Baiyin,Pingliang and Tianshui in 14 cities present relatively ineffective. In the longitudinal study,the configuration results of 2004,2005 and 2006 in the five years of 2004-2008 present relatively ineffective.The main issues of the allocation of health resources in Gansu Province are configure systems, structures and management. Government and the relevant departments should actively committed to the improvement of the following areas:establish the multi-center governance model and achieve a diversified supply of goods; implement the regional health planning and improve the configuration standards; strengthen the government's responsibility and increase investment; accelerate the economic development and adjust the structure;deepen the administrative reform and improve the social security system; construc the health assessment criteria and increase the intensity of performance appraisa.we should make effort in improving the performance of health systems and make the limited health resources to achieve maximum efficiency, to meet the health needs of the residents and achieve the sustainable development of health.
