In 2016,the rural population of Hebei Province was 34.87 million,accounting for 46.7% of the total population.The main providers of medical and health services are township health centers,and the quality and ability of health personnel in township health centers is a decisive factor influencing the level of medical and health services provided by township health centers.Therefore,the human resources of township health centers in Hebei Province were deeply studied.Analyzes the current situation of human resources of township health centers in Hebei Province from the aspects of quantity,quality and ability of sustainable development of towns and townships,finds out the problems and analyzes the reasons behind the problems deeply,put forward the reasonable countermeasures,the purpose is to build a stable high quality team of health personnel,enhance the level of townships and towns in Hebei Province medical and health services,for the majority of rural residents to provide health insurance.Through descriptive statistical analysis and comparative analysis were used to study the quantity allocation,quality structure,sustainable development ability,service volume and liquidity of human resources in township health centers in Hebei Province from 2013 to 2016.The study found that although the total number of health personnel in township hospitals in Hebei Province increased,but the level of health personnel per 1,000 population allocation was low;unreasonable proportion of medical care allocation;the level of education and professional were low;the shortage of young health personnel and the weak inheritance of health technology ability lead to the insufficient ability of sustainable development of health personnel and the difficulty in the construction of health talent echelon;medical services provided by doctors in health institutes is small;the outflow of health personnel is greater than the inflow,mostly professional and technical backbone losses,large loss of health personnel in township health centers,which is not conducive to providing high-level medical and health services.Countermeasures to solve the problem can be started from the following aspects: play the leading role of the government,to promote the growth of health personnel in township health centers;adopt various measures to improve the quality of health personnel;enhance the ability of talent echelon construction;Define the development direction of township hospitals and improve the ability of medical service;attract and motivate health personnel through staffing,salary level and promotion of professional title and other aspects to improve their stability and reduce the loss of professional and technical backbone.Figure 5;Table 22;Reference 63.
