Research On The Practice Of Urban Design Guidance Based On Coodination And Discretion For The Improving Of Administration

With the constant improvement of China’s market economy, accelerating the urban construction speed, in the face of diversified development main body, the need for urban construction to provide a set of feasible urban design control system, through a series of urban design control rules to guide and control the urban construction, to create urban spaces that is conducive to the interests of public.In recent years, many domestic cities have begun to attach importance to the urban design research, make a lot of theoretical research. At present,no matter from the aspects of theory or the practice aspects, the work of urban plan in our country, lack of the exploration on how to combine the urban design and planning management together, so to make the urban design operability. Therefore, through years of work experience, the author thinks that it is necessary for current urban design control, to conduct a comprehensive review, especially on how to make urban design integrating with planning management, so to really play the urban design an important role in guiding and promoting urban construction.From the perspective of construction management, this paper discusses in depth of the difference between the domestic and foreign urban design control content and the method, and finds the previous urban design focuses on the rigid management control, lack of flexible guide. Based on the basic concepts and related basic theory, combining with the progress of the urban design practice in Guangzhou, and the review on urban design and construction effect of four key areas, this paper puts forward the innovation term " Urban Design Guidance Based on Coodination and Discretion ", and puts forward its content and method in every aspect, and the method of effective connection between each level. This paper focus on putting forward the detailed management oriented framework of urban design guidance methods, and consideration on collaboration mechanism of the management, the designer, the project owner that all involved in implementation of management, also the cohesion of design results and management, the operation of the urban design guidance program and the public participation mechanism.Chapter as follows:First chapter, on the basis of introducing the research background, puts forward “Research on the Practice of Urban Design Guidance Based on Coodination and Discretion in Need of Administration” as the Paper topics, put forward the innovation of the concept of “Urban Design Guidance Based on Coodination and Discretion”, explors the relationship between urban design and planning management. Besides, this chapter reviews the research theory, and illustrates the research method, research significance, the framework and main innovation points.The second chapter, analyzes and inductives the concept of “Urban Design Guidance Based on Coodination and Discretion”, also the basic theories. Through analyzing from the aspects of legal theory, theory of value and methodology, discriminats the essence of urban design guidance, puts forward the essence of urban design guidance is a kind of management means characterized by flexible control.The third chapter introduces the characteristics of urban design and development control in United States, Britain, Japan, Singapore and other countries, also Hong Kong, Shenzhen, Xiamen, Guangzhou and other domestic cities. This chapter introduces the relationship between urban design and the statutory planning system, and emphatically has carried on the induction of commonness of the urban design aspects, trying to find out the reference in the urban design control in our country.The fourth chapter, in combination with the author’s urban design and planning management work practice for many years, combs the development of urban design in Guangzhou began in the reform and opening-up. This chapter reviews the urban design process of four key areas in four different periods, includes Guangzhou Pearl River New Town(90s), Guangzhou University City(2003), Baiyun New Town(2009),and Guangzhou International Financial City(2013), also summarizes their characteristics of urban design control, combs the key elements of urban design, analyzes the cases of construction and management in-depth, quantifies the effect of management for statistics, and provides first-hand practice support for building management oriented urban design guidance framework in the later.The fifth chapter summarizes concrete control methods for the key control elements in district level, including "markers", "building height", "interface" "open space", "style" and "space sequence", etc. From the planning management oriented point, this chapter analyzes the necessity, the intensity and the guidance mode of those control elements in-depth.The sixth chapter, on the basis of decomposition in urban design elements, according to the practical management needs, summarizes the guidance way of the block level elements in need of administration.The seventh chapter builds the "three level three stages" framework for urban design guidance, whose three levels including macro(city or district), medium(blocks) and micro(plot)and the three stages including planning, land sales and project review. Besides, this chapter proposes the concrete methods which in combination of flexible and rigid way for the guidance of key elements.The eighth chapter analyzes the institutional innovation for guaranteeing the urban design effect of Guangzhou, explains the methods and procedures especially on different stages in the process of public participation, analyses the role of “the public consultation committee system”, “the rules committee system”, and “the regional planner system” which setted up to ensure the actual effect of urban design with Guangzhou characteristics.The innovation point of this essay is the following three points.(1) The innovation of the “Urban Design Guidance Based on Coodination and Discretion”conceptIntroduction of “cybernetics”," semiotics” and“administrative management”, to analysis of the “Urban Design Guidance Based on Coodination and Discretion”concept, puts forward that this concept is not the past simple second order, but the flexible control combined with second order and direct intervention, and a pragmatic management means developed in the practice.(2) The actual effect evaluation of results on the administration of urban design in GuangzhouChooses representative four urban designs in Guangzhou(Guangzhou Pearl River New Town, Guangzhou University City, Baiyun New Town, and Guangzhou International Financial City), make in-depth study on the elements of the compilation process, control elements, control effect and quantitative statistics on control changes.(3) The“three level three stages” urban design guidance framework and institutional innovationBuilds the "three level three stages" urban design guidance framework.
