Urban Innovation District Planning Based On Urban Scenes

Last decade has witnessed innovation becoming one of the core national strategies in China,while the previous growth model driven by traditional factors such as resource,population and capital has become increasingly unsustainable since the 2008 global financial crisis.Local governments,accordingly,have carried out a series of spatial practices such as science parks,technology parks,creative industry parks and so on,hoping to promote innovative economy development in their cities.Meanwhile,talents,especially young well-educated talents,have been generally regarded as the key force that dominates the city's core competitiveness in the era of knowledge innovation.Focus on the essence of human demands and the feeling experience of people in the city space has become the common consensus in the field of urban studies.Under the above circumstances,this planning attempts to build up a future-oriented urban innovation district based on a human-centered perspective.Based on the analysis of researches on urban innovation space in different subject areas in recent years including economic geography,architecture and urban planning,it summarizes the mechanism of urban innovation districts' formation and development,the evolution trend of urban innovation districts' morphology,the role urban planning plays as a means of government's public policy in their developments,as well as the domestic and overseas planning strategies.This research holds that: although the current theoretical research and planning practice of urban innovation districts have shown consideration and attention to humanistic needs and human experience to a certain extent,they still haven't completely got rid of the traditional industrial planning thinking,and it is difficult to integrate the humanistic concept from beginning to end.Therefore,this planning chooses to start from the micro perspective of people's daily life,specifically introduce the research theories of "creative class" and "urban scenes",and creatively put forward the idea of urban innovation districts' planning based on the concept of "urban scenes" around people's needs and experience.Aiming to create a future-oriented innovation district,the planning practice of Hangzhou "Future Urban Practice Zone" Start-up Zone is a detailed demonstration of the the idea of urban innovation districts' planning based on the concept of "urban scenes".Firstly,the planning concluded the common demands of creative class through the analyses of their lifestyle,interests and preferences,then put forward the following ideas of building "livable life","dynamic interaction" and "creative experience" scenes;Secondly,the planning graphically depicted five specific scenes in the future daily life in urban innovation disctricts,including " The fastest speed,the slowest life";"Incubator upstairs,downstairs prada";"Work together,live together","Idyllic and poetic city";"Art creation place,innovation testing space",and put forward thecorresponding planning strategies;Finally,it came up with the creative spatial structure system which consist of "mixed unit","customized settlement" and "vine cluster",and offered the corresponding conceptual space design scheme.What's more,the planning also put forward the required supporting policies based on the operation rules of innovation activities and innovative economy,including talents-attracting policies,lodging policies and land-use policies that aimed to encourage mixed compatibilities.In conclusion,this is an urban innovation district planning attempt that is carried out from a humanistic perspective.Not only is it innovative in terms of planning concepts,planning frameworks,and planning strategies,but it also breaks through the traditional top-down and all-in-one narrative method adopts the narrative logic from the perspective of "person",and elaborates on the planning and design contents in series with different scenes of personal life,communication,experience,etc.It could be expected to provide a useful reference for the planning and construction of the innovation disctricts for the local governments.The whole thesis contains about 46 000 words,60 pictures and charts.
