| It has been a puzzle for a long time to Guangzhou Government that urban village redevelopment plan could not be implemented well. This paper firstly studies the practices of urban village redevelopment in the domestic main cities. Taking Baiyun New Town Area as an case to study, it finds out 7 main problems which stop the urban village redevelopment progress by investigating the current situation in Baiyun New Town Area and communicating with government departments. Secondly it analyses and evaluates the present redevelopment polices to point out that the policies are the cause of barrier to the reconstruction process. By studying the previous redevelopment planning, it's known that it stressed too much on the economical benefit and on the definition of conformation & demolition ratio, unauthorized construction and legal construction. Since it did not balance the concerned parties' interest from their own economic benefit, it was hardly agreed by the villagers. The above reasons directly cause the failure of redevelopment. Finally, this paper adapts the official High-level's new ideas, which are "considers villagers' obtained profit and maximizes their future profit" and "government pursuit social benefit instead of economic benefit" as the principle of renovation policy and strategy design. It balances the economic benefit of different groups in redevelopment, as well makes breakthrough and innovation in reform policy and combines them together. This paper proposes that the sum of the land and house property, which are obtained by villagers after redevelope, should be definite, and to make sure the land and house property rights with double limits. |
