Human capital is the intellectual foundation of the rapid development of knowledge economy, and it is necessary to explore the similarities and difference of the competence structure between the Master of academic and professional type Master of Engineering, which would effectively improve the reform of teaching mode and the quality of higher education in polytechnic universities in China. For further clarifying the competence components of different type Masters, it will assist the university management staffs and teaching teams to set clear goals for the education program, improve and reform the program, promote the human capital of the full-time Master of Engineering, which will have important position in the high level practice-oriented human capital training.This thesis intends to make deep explorations of the assessment index system of competence structure for full-time Master of Engineering with combination of theoretical and empirical strategy concurrently on the integration of quantitative and qualitative methods such as document analysis, interview, questionnaire survey, data analysis, and synthetic assessment from the approach to compare the similarities and difference of the competence structure between the Master of Science and Master of Engineering.First, based on the theories of human capital, professional competence theory and higher engineering education and with the demand for the engineering technical human capital in the new period of industrialization era, this thesis explores the competence structure of Master of Engineering with focus on the analysis of the similarities and difference between the Master of Engineering and the Master of Science. Second, this thesis designs and constructs the assessment index system of competence structure for full-time professional type Master of Engineering which includes3of level1indices,9of level2indices and23of level3indices. AHP analysis and Fuzzy Comprehensive Evaluation are used in the research for the filed survey and questionnaires dedicated for the purposes and characteristics are drawn in the research. As the empirical results shows, the overall level of competence structure of full-time professional type Master of Engineering is in good condition, which indicates that the overall level of competence structure of full-time e Master of Engineering still has much room for improvement. On the other hand, There is some difference between the scoreand the weights of competence structure for the Master of Engineering and the Master of Science,Thus verifying the teaching process of master of engineering in universities deviated the scheduled training goal,and easily resulting in the homogeneity of competence between Master of Engineering and Master of Science. Third, with the above objective and scientific analysis of competence structure of full-time professional type Master of Engineering, this thesis puts forward the development goal of competence structure for it, its dedicated training mode, improvement for the index system of its competence structure, and suggestions of the effective path to improve its engineering practice competence.
