Study On The Spatial Scale And Planning Strategy Of Urban And Rural Integrated Development About Guanzhong Area

Space has played a huge lead, restrictions and productive roles to modern urbanand rural economic and social development. It was the key and the basic carrier to urbanand rural integrated development, while existed both as the product and productivity,resources and society. The value orientation and development strategy, spaceorganization was always in constant change with the evolution of social and economicand the replacement of realistic contradiction. In order to more effectively promoteadaptive spatial structure of urban and rural social transformation, promot the healthyand orderly development of urban-rural integration, a more in-depth interpretation ofthe spatial organization about urban and rural integrated development is essential.In order to make a positive and useful guide to urban and rural integrationdevelopment and planning in Guanzhong area, this paper has deeply analyzed theformation, growth and development process of urban-rural space and explained thespatial scale system of urban and rural integration development, and deeply explored thespace reconstruction and planning strategies about Guanzhong area,while made thespatial scales and planning strategies as the core, made Guanzhong area as the researchobject.First of all, the paper has pointed out that effective integration space of urban andrural was an effective way to promote urban-rural integration, which can providmaterial support and space productivity carrier on the base of summarizing andcombining the existing research results. Secondly, this paper has pointed out that the space of urban and rural integrationdevelopment has some features as layers of resistance and the distance decay, integrityand unit, extensibility and growing. Then, this paper has also deeply explained thesystematic planning of thinking which as the basic spatial unit, contact space system,multi-space combination mode, system hierarchy, the growth space conversion, theextraction rules of spatial scale based on the strength change of main body about urbanand rural intergration development, spatial correlation and spatial segmentation, spacelimitation, guide and the production effect.Thirdly, this paper has analyzed and summarized the background conditions aboutthe urban-rural integration in Guanzhong area. At the same time, It has also foundsomething had greatly restricted the urban and rural intergration development and madethe efficiency of the urban and rural development was insufficient in Guanzhong area,which as the principal position of rural development laged behind, the weak correlationinteraction between urban and rural areas, the basic spatial unit efficiency, the contactspace system was not perfect, space hierarchy fracture, the planning level was not clear.To lay a solid foundation for urban and rural integration in Guanzhong area in the future,the regional division of urban and rural integration, perfect system of urban and ruralgrowth center, convenient circulation of elements between urban and rural areas,efficient space organization mode were needed, while made coordination between urbanand rural ecological environment, stronging the main body of rural development, thedepth fusion between urban and rural industry, equal basic public services betweenurban and rural areas, inheritance and cash of urban and rural cultural value, effectivecombination about physical space between urban and rural areas, associated withcomplementary function of urban and rural structure system, unobstructed flow abouturban and rural elements as the key.Fourthly, the paper has designed the spatial evaluation index system of justiceabout urban and rural integrated development, combining with the actual of Guanzhongarea, concluded that production activity throughout the Guanzhong area was quitedifferent, which resulting in Xi’an-XianYang and Baoji centered salty and strongpolarization, based on space impartial evaluation about Guanzhong area.Fifthly, this paper has put forward the specific way of urban-rural space optimization and preliminary conception about space reconstruction in Guanzhong area,by using the ideology and methodology of spatial scale about urban-rural integrationdevelopment. The development of Guanzhong area must make urban-rural equivalentsas the core, propulsion system as the identity, industrial interaction as the basis, marketintegration as the device, the flow of factors as the axis, agglomeration and diffusion asthe surface, space network as the key link, in view of the dynamic mechanism system ofurban-rural integration development both were fundamental interests of mechanism andthe mechanism to achieve development. At the same time,this paper has also giveneight strategies to promot the development of urban-rural integration, which aseconomic and social system justice，enhancing regional development modernity byleaps and bounds, selective agglomeration and universal diffusion, propelled leadingindustry gradient selection, full industrialization of agriculture, fostering urban and ruralmarket system, optimizing urban and rural elements flow, strengthen the network offlow channel between urban and rural areas. The spatial of urban and rural integration inGuanzhong area has been divided into four large comprehensive partition and fourtyped area, eleven space community and several hierarchical growth pole center and soon.Finally, this paper has prepared perfect strategies frome six aspects as targetedplanning paradigm shift, space control based on smart growth, the optimization ofresources allocation, integration of industry organization based on industrial systemcharacterized, the construction of logistics system based on cost savings and so on,while taking a full considerationto the foregoing framework of thinking and spatialscales and space reconstruction ideas set about Guanzhong area.
