| In today's society, the importance of talent has been recognized by everyone. Economic development of society is inseparable to production elements like capital, technology, talent, etc, and these elements can be obtained not only inside one specific city within the metropolis, but also through the flow of the elements among the cities. As one of the key factors of production elements, talent has a significant impact in its flow upon social development, changes of both income level and gap within regions. Free Talent flow accords with objective requirements of economic development and is also an inevitable trend in today's society.Today, the Yangtze River Delta Metropolis is undergoing a period of rapid growth and development. Distinguishing itself as a manufacturing center of China,or even the world, it attracts a large number of talents from all corners of the country to seek employment. as a result, it has become a regional center of both Chinese economy and talent. From 1996 to 2005, the total number of talents of the 16 cities in The Yangtze River Delta Metropolis has doubled, from 2.8118 million to 5.3113 million; and the total economic output has also tripled from 1.0891 trillion to 3.3963 trillion yuan.Talents will be redistributed when lots of them gather in a narrow area. Therefore, the local government within the metropolis share common concerns about how to properly guide the talent flow in a way that it shifts from an disorderly to orderly manner; how to maximize the effect of talents and achieve optimal allocation of all kinds of talents within the metropolis. In 2003, local government agencies from 19 cities of the Yangtze River Delta together signed"Joint Declaratin of Integration of Talent Development in the Yangtze River delta"to guide the building of talent flow and management mechanism.It is undeniable that the current situation of talent flow and management is still very deficient although the local government formulated a series of policies to it. Inconsistent policies, imperfect system, blocked mobility and vicious competition, are all urgent problems facing the government in metropolis. In addition, governments in some cities, for their own interests or comparative advantage, have constituted various policies to monopolize talents privately though they publicize its free flow on the surface vigorously."Sharing superficially and monopolizing privately"makes the free flow of talents more complex and unrealistic. Just based on such historical background, this paper makes a preliminary study to talent flow and distribution in the Yangtze River Delta Metropolis. I hope that by this study I can discover the internal mechanism and law of talent flow and distribution so as to give some valuable suggestions to the local government on talent building and management.The mainly studies of this paper are following:1. Building a talent flow theory model of metropolis.Many scholars'studies showed that the individual talent's flow decision is related to many factors, such as difference in income, flow cost, environmental adaptability, the local government system and the impact of policies and so on. Usually, the individual decision-making factors are ever-changing and difficult to be effectively analyzed. On the contrary, if a region has a large-scale flow of talents (such as in the metropolitan area), therefore, we have reason to believe that such massive talents flow must not be aroused by the individual factors, but other factors. Obviously, the decisive factor of them is the regional macroeconomic. As the decision of flow should be made by the individual ultimately, so the regional flow of talent decision-making model should be built based on the individual decision-making model also.To individual, the key factor of flow is the difference benefits he owned before and behind. If the decision can bring he more benefit, he will make it, if the decision can not bring he more benefit, he will not make the decision. Then, which factors affect the benefit more? Combined the past research of population and labor force flow theoretical model and the actual situation of Chinese metropolis, we believe that the factors can be divided into three aspects as following: (1) Regional difference in wage income. (2) Regional environmental externalities roused by talent flow. (3) The regional effect roused by talent flow.2. Research on mechanisms of talent gather,diffusion and share in metropolisOn talent gather mechanism, this paper had some research as below: (1) Gathering process and phenomenon. Talent gathering in metropolis includes outside-gathering and inside-gathering. The characteristics of gathering in Chinese Yangtze River Delta Metropolis primarily in three aspects: Firstly, the steady increase of talent, secondly, the relative concentration of talent; thirdly, the industrialization of talent gathering trend appeared. (2) Factors of talent gathering. The factors can be attributed to three aspects of individual, organization and society. (3) Effect of talent gathering. The Effects of the talent gathering in metropolis: one is economic effects; the other is not economical effects. On diffusion mechanism of talent, this paper had some research as below:(1) Diffuse process and phenomenon. Compared to talent's gather, talent's diffusion is smaller in quantity, scale, cope, and timing. (2) Factors of talent's diffusion. There are many factors such as not economic of gather, suburbanize of population, government's policies of talent and local industrial development, and so on. (3) The ways of Talent's diffusion. We focus on flexible flow and flexible management of talent.On mechanisms of talent sharing, the paper had some research as below:(1) Features of talent's share. The main features are demand in chain for talent, the flexible flow of talent, marketable configuration of talent, intellectual aid of talent, cooperating of talent planning and diversity of talent training. (2) The economic analysis of talent's share. This article focused on economic effects of talent flow in two regions and three regions. (3)The function of government. The paper introduced the function and roles of foreign government (mainly the United States government) briefed in their own talent market, and then discussed the problems faced by Chinese government, the article made a number of useful reference proposals to our government in the end.3. Demonstrate research of talent gather, diffusion and share in metropolisOn demonstration research, the paper had some research as below: (1) data collection and analysis. It reviewed the distribution and the development trend of talent in the past 10 years in 16 cities of the Yangtze River Delta Metropolis. (2) Correlation analysis. Used SPSS (SPSS.v14.0), this paper made some correlation analysis about talent gather, talent income, regional external environmental factors and the regional effect of talent flow. (3) Regression analysis. Finally, the paper selected Shanghai and Suzhou cities to build the corresponding regression equation model, and let them pass the statistic inspection.The possible innovations of the paper are as bellow:1. Innovation in research ideasMetropolitan is an emerging economy in china, metropolis is becoming a hot and new research topic to the domestic economics and management science. Catch the point of talents'flow, the paper made a systematic research on the talent flow and distribution in metropolis, to some extant, it is a very innovative topic(the research topic of human resource post-doctoral specialty of RCMRC is very similar to the topic in this paper). In traditional research, researchers always analyzed or demonstrated the talent flow in micro-perspective such as individuals and organizations. And it is some localization to the large-scale flow such as the talent flow in metropolis. Therefore, from regional level and the macro point of view in talent gather, diffusion and share, this paper had a holistic and systematic research on the topic of talent distribution and flow in metropolis, by using the data from 16 cities of Yangtze River Delta Metropolitan Area, the paper also did a comprehensive analysis about the factors and mechanisms of talent flow (gather, diffuse and share), so it broke the traditional research bottleneck and achieved a nice result.2. One innovation in research contentIn theory, based on population and labor flow model at home and abroad, combined with practical development of talent flow in the metropolis, by using the maximal effect theory of economics, the paper builds a theoretical model of talent flow in our Metropolitan area from three aspects, the impact of talent flow upon income, external effect of environment, and regional effect of talent flow. The theoretical model is helpful for further study of regional talent flow in metropolis from a macroscopic perspective.3. Another innovation in contentIn demonstration, this paper collects the data of talent flow and distribution of the 16 cities in the Yangtze River Delta metropolis in recent 10 years, and conducts a related analysis and regression analysis of it. Through these analyses, i have proved that there is a strong pertinence either between talents'distribution and their income level or between externality of regional environment and regional effect of talent flow. In addition, the paper also selects Shanghai and Suzhou cities to do an regression analysis, then builds a corresponding regression equation and tests them with success, thus further proving the conclusion of this article. |
