| At the Age of Knowledge Economic, talent has been the most important factor in creating the enterprise value. In face of dynamic environment and fierce competition, the talent has a large workload at the period of enterprise strategic transformation. Therefore, the talent flow management has become a big trouble.Having the overview of the corporate strategy management and the enterprise character in strategic transformation literature, the study finds that the enterprise is not only in face of chance, risk and stress, but also the question of achievement slide, strategic transformation barrier and the excessive talent flow. Then, by reviewing the literature of the talent flow, we can draw a conclusion that the reasons why the enterprise has the talent flow are for personal, enterprise, social and adjustive reason.On this basis, this article gives the advice as follows, the enterprise should consider the enterprise features of the strategic transformation comprehensively, monitor of the living environment, test the talent pressure timely, and lay a good foundation for the personnel career plan. Then, considering the process of human resource management and the characters of the enterprise talent flow, the study designs the management mechanism of the talent flow. At the same time, the study gives the suggestions on how to manage the talent flow during the period of strategic transformation for the purpose that the suggested mechanism and advice can put into practice. Besides, this article also gives the safeguards on the management of the talent flow.At last, the study tests the validity of the talent management mechanism by studying the case of JinJiang Telecom. The analysis shows that JinJiang Telecom is facing a complex external environment and intense competition, what is more, the article also analyses the structure of the organization and the situation about the talent flow. Combining with the impacts that the talent flow management mechanism influences the JinJiang talent flow in recent years, the study suggests that the enterprise should improve the payment system, strengthen the fair solution, and give more attention to the positive guide and the safeguards such as create the harmony culture ,perfect the management mechanism and encourage the talent to develop the skills. Thus, this study fully demonstrates the strategic transformation of enterprise management mechanism of flow of talent validity of the model. |
