With the development of the economy, human resources has become the decisive factor of economic growth. Has the talent advantage, it will not only create the region's self-innovation capability and attract external resources inflow of "material" basis. This has been a growing number of national and regional consensus. Since the end of the 20th century, the country,regions and enterprises involved in a whole world of human resources for the war. The place of being good at to introduce and persuade talent is often economic and technological activities of the most active areas. And a country or region for talent whether have attraction what takes decision to take affect is not material condition, but it is the comprehensive competition ability of talent environment. How to attract excellent talent with superior talent environment are the problem that every country and region argue to develop the strategy of prior consideration. Every region is discussing talent environmental construction, Actually, does talent environment include those contents? How to conclude the talent environmental quality of various places? How to appraise talent scientifically are environmental? This is the major problem that paper needs to solved. Based on the talent theory and practice of environmental integration on the basis of comprehensive consideration of the impact of the various elements of talent, construction of a system, maneuverable, quantitative-based integrated environmental personnel evaluation system,offer theoretical basis for city talent environmental appraisement. on specific research technique, this paper put forward talent environment assessment technique—Principal component analysis. and the use of principal component analysis of the Chongqing District of talent Environment quantitative research, use specific figures temperaments talent development environment.This article was wrote by this way:Firstly, theoretical construction.Confirm the object of this study by combing and commenting the correlative articles then define the talent environment of this research.Build the theoretical framework by combing and commenting the correlative articles of Talent environment and Index system.Secondly,individual case studies.This research is based on the study of ChongQing. According to influence talent environmental factor,found the index system of talent environment, refer for each index explanation; The environment of talent really certificate analysis, on getting specificly full and accurate data foundation, with the index system that had been established , with ChongQing city obeies virtue district to study case, go on for talent environment really certificate analysis;Thirdly, Talent environmental optimization policy is suggested , according to above chapter, it is environmental and theoretical for talent and really certificate analysis, the policy of having put forward the environment of optimization talent is suggested. The function of Government is to supplement the market rather than the alternative market. In particular, this paper argues that human resources in science and technology gathered in Chongqing environment can be optimized to enhance science and technology from the financial input, high-tech industries to open up channels of financial support to strengthen the innovation of high-level talent to establish a viable scientific and technological innovation system, and build science and technology innovative platform to facilitate the construction of a comfortable living environment to improve five aspects.
