Study On Sustainable Development Strategy Management

" Since the sixties of the eighteenth century, the industrial revolution has created unprecedented material possessions for mankind; Meanwhile, the disputes on the prospects for human development have never been subsided. In 1992, the World Conference on Environment and Development provided a platform for solving the contradictions in development process by negotiations, the subscription of "Rio Declaration" and "Agenda 21" developed a framework of sustainable development for countries. China acted as the first country to respond to "Agenda 21" and issue the national sustainable development strategy, sustainable development strategy has been established as China's national strategy. "Over ten years later, human beings have achieved important progress in the sustainable development. With respect to the sustainable development, it is not easy to achieve from strategy to action. In the field of sustainable development, what are the concept and strategy of the sustainable development, the theoretical results are voluminous; but how to realize the established strategies, there is rare study in this field. The construction of strategic management system of sustainable development strategy will provide an important guiding significance for the implementation and management of the national sustainable development strategy.This paper is based on three national key technologies R&D programmes and collaborative research project between China and Europe that the author participated, as well as the combination of the experience in construction and management of China National Sustainable Communities when working in Adiminstration Centre of China 21st Centry Agend, this paper takes strategic management issue of sustainable development strategy as the object, discusses the management theory and application in the process of planning, implementation and evaluation of sustainable development strategy. Main content includes:(1) Design of analytical framework for the management system of the sustainable development strategy, on the basis of theoretical results from public organizations and so on, this paper schemes out the analytical framework for the management system of the national sustainable development strategy. Moreover, it divides strategic management of sustainable development into three aspects, strategic planning, strategy implementation and strategic evaluation, and fixes the corresponding mathematic analysis tools.(2) Dynamic planning model of sustainable development strategy: Through the systematic analysis of international and domestic factors on the national sustainable development strategy, this paper carries out quantitative measurement to analyze influence on sustainable development strategy from each factor, constructs the dynamic planning model of sustainable development strategy.(3) Strategic management model for implementation basing on stakeholder metrics: By identifiing stakeholders involed in sustainable development strategy systemmatically, this paper classifies the stakeholders of national sustainable development strategy from two dimensions, "importance" and "attitude", and concludes strategic emphases, strategic steps and management strategies; this paper schemes out countermeasurment for optimizing organizational structure for the management of sustainable development strategy.(4) Evaluation model basing on clustering analysis: by fixing the classic evaluation index system and using the clustering analysis tool in statistics, the clustering-evaluation model is constructed to meet the needs of measurement and evaluation to region-specific scale.(5) Case studies on China National Sustainable Communities: Through the analysis on the construction and management history of China National Sustainable Communities, which are regarded as the experimental bases of national sustainable development strategy, this paper illustrates the scientific and effective significance of the above system and model.
