It promotes inventions and findings to transfer into the industrial field, and realizes the economic and social benefit. The high-tech industrial development zone plays an important role in promoting the social development and economic development of our country. Investigating the development course of the domestic and international scientific and technological zone, it can be found out that scientific and technological zone plays important polarization in many fields, such as perfecting the country innovative system and area innovative system, and improving innovation ability, and so on. Meanwhile, the zone is the hotbed of enterprise innovation. It fosters the good innovative environment and innovative culture, which establishes solid foundation for enterprise innovation. All of these prove that the high-tech industrial development zone has important realistic meanings to improve enterprise innovation and promote innovation ability. It also should display promoting function for economic development.Every national high-tech industrial development zone of our country occupies more and more important status in regional economy, national economic and social development. It mainly shows in the following aspects: (1) The high-tech industrial development zones have become key areas and demonstration bases of reform and innovation of politics and economy of our country. Among them, many innovations are the endogenous knowledge innovations; (2) Importance of the high-tech industry; (3) The high-tech industrial development zones have formed industrial clusters or regional clusters. The complexity and depth of industrial clusters have direct influence for the competitiveness of regional economy; (4) The innovative demonstration effect and spreading ability of the high-tech industrial development zones have realized radiating function for the surrounding area and traditional industry, which may improve the upgrading and change of enterprises of our country. In the new historical time, facing country-level strategic of endogenous innovation, the high-tech industrial development zones should take responsibility of promoting the development of national economy. The basic objective of the high-tech industrial development zones is how to develop the new high-tech industry, and promote the national comprehensive competence. The primary task of construction and development of the high-tech industrial development zones is how to strengthen scientific and technical innovation. And the basic demand of high-tech industrial development zones is how to improve independent innovation ability. The construction of endogenous innovation system of the high-tech industrial development zones has important significant for realizing the soaring of the high-tech industrial development zones again. It also has remarkable effect in advancing the implementation of endogenous innovation strategy of our country.Considering some factors, such as the service for enterprise innovation, improvement of innovation ability of enterprises, and improvement of competence of the region, enterprise, and industry, the dissertation has systematic studied the relevant problems of the endogenous innovation system of high-tech industrial development zones, and design the systematic model of endogenous innovation of national high-tech industrial development zones. The dissertation also analyzed the constitution of the innovative platform, put forward operational mode and mechanism of endogenous innovation of high-tech industrial development zones, and put forward relevant suggestions of constructing the endogenous innovation system of national high-technology industrial development zones, as well.The innovation of this dissertation mainly shows in the following aspects:(1) It proposes the concept of endogenous innovation system of national high-technology industrial development zone, designed the structural model. It also analyzed the interaction relation among different elements of endogenous innovation system of national high-technology industrial development zone;(2) It proposes motive mechanism model of endogenous innovation system of national high-technology industrial development zone. This model relies mainly on enterprise, combining internal and external driving factors, and analyses motive mechanism of endogenous innovation system of national high-technology industrial development zone synthetically;(3) It proposes four kinds of operational modes of endogenous innovation system of national high-technology industrial development zone: "leading of the key enterprises + participating of related enterprise" mode, endogenous cooperation and innovation mode inside industry, leading of government mode, and supporting of government mode. |
