Research On Hefei High-tech Zone Innovation Development Strategy Promotion Actions Based On The Perspective Of Industrial Cluster

At present, our country has already entered into the key period of deepening reform and opening up, accelerating transformation of the economic development mode, building a moderately prosperous society.High-tech industries have undergone profound changes in the technology systems, industrial patterns, competition and other aspects.Industrialization of high and new technology puts forward the new requirements about development path, the organization pattern, growing environment, etc.National high-tech zone as the anchor of a national innovation strategy, the backbone of innovation systems and the expedition to explore the scientific development model, it is imminent to further enhance the innovative development strategy.Thus, on July4,2011, the ministry of science and technology issued "the guidance about further strengthening the torch work and promoting the industrialization of high and new technology ".The guidance has been clear thought about further strengthening the torch working train in the new period. According to the general requirements of "deepen reform, strengthen overall planning, demand guidance, the key breakthrough",the guidance has put forward to carry out the "national high-tech zone innovation development strategy promotion actions" around the strategy demand of innovation drive and the transformation of development. The core content of the promotion actions is to build four parks,complete two major tasks and to play three roles, that is to further deepen construction work of the national independent innovation demonstration area,the world-class high-tech park,the innovative science and technology park and the innovative characteristics park;To strengthen the guidance of the new upgrade national high-tech zone and the provincial high-tech zone;To foster strategic emerging industries and promote the development of creative industry cluster as an important task of national high-tech zone;To improve the evaluation system;To put the high-tech zone into the region’s overall economic and social development plan; To give full play to the national high-tech zone of the radiation and leading role,enhance urban functions;And to form the innovation driving endogenous growth model and the way of comprehensive, coordinated and sustainable scientific development.At present, hefei high-tech zone has an important position as building national science and technology innovation city,independent innovation comprehensive experimental zone of hefei,wuhu,bengbu,and national technical innovation engineering pilot demonstration zone,how to implement innovation development strategy promotion actions is the key of building heights for independent innovation, mining potential of innovation resources and driving across the development by innovation.Based on industry cluster theory, this paper analysis the industry cluster development status,the facing opportunities and challenges of hefei high-tech zone.On the basis of previous analysis,this paper proposes the strategic measures of industry cluster innovation development strategy promotion actions and intends to build an industrial cluster knowledge innovation cloud platform.The paper is divided into six parts:The first part of the point of introduction, including background and purpose, research ideas, content,methods, and innovations.The second part is the summary of relevant theories, mainly on industrial cluster theory,knowledge innovation theory and cloud computing theory.The third part introduces industry cluster development status of hefei high-tech zone.First introduces the economic development situation from2006to2011; Next analyses the current situation of home appliance industry cluster, public security industry cluster and Incubator cluster of science and technology r&d of hefei high-tech zone.The fourth part analyses internal factors (strengths and weaknesses)and external factors(opportunities and threats)of industry cluster innovation development of hefei high-tech zone with SWOT analysis method,and found that the SO strategy is the optimal choice.The fifth part proposes the strategic measures of industry cluster innovation development strategy promotion actions of hefei high-tech zone. On the basis of previous analysis,the sixth part intended to build an industrial cluster knowledge innovation cloud platform based on the actual situation of hefei high-tech zone,including the functions, and principles,system structures and operation guarantee mechanism,management measures five aspects.
