Study On Headquarter-economy Development Of Beijing Xiao-tangshan Agriculture Sci&Tec Park

As a new kind of agriculture development mode, Agriculture Science& Technology Park has become a demonstrating carrier of technological construction of agriculture, technology result and modern agriculture production. It brings area-economy development by gathering resources such as enterprises and technology. During ten years more, our Agriculture Science& Technology Parks got a fast development and have been practiced an effective way which pushes agriculture science and technology to hatch from eggs and carries out the agriculture advanced technique result into practice. But in the process of development, there appears some problems such as weakness in research ability, disoutstanding of development principle, shortage of funds and lack of talented persons. These problems make the attraction of business enterprises descending and the park scale can't develop quickly, so the agglomeration and radiation effect were weaken. How to draw on a business enterprise to go into the park becomes a key to solve these problems.It apposes to the difficulties of attracting enterprises to the park is another phenomenon that enterprise headquarter in undeveloped regions rushed into large cities. For example, Dongfangxiwang, Chunlan and Shanshan moved their enterprise headquarters to Shanghai, Haier, Changhong also moved their technology headquarters to Shanghai, Langchao, Yuanda moved their headquarters to Beijing, Lebaishi, Jianlibao moved their headquarters to Guangzhou and so on. The economic appearance that these business enterprise headquarters gather together toward the center city is called headquarters economy in the academic circles. Agriculture parks urgently need business enterprises gathering together, while large cities attract enterprises to gather. It will have important realistic meaning that by studying Headquarter economy theories to guide the agriculture park development. As the only national Agriculture Science& Technology Park in Beijing, Xiaotangshan Agriculture science & technology will develop an important function in the development process of the city agriculture of Peking. Now the park faces "Start a business again", so we have to find a new way for its development .Base on thisbackground, this paper carries out the research on how to develop Headquarter economy of Agriculture Science& Technology Park of Xiaotangshan.There are mainly four problems to be solved in this paper.Firstly, re-definition of Headquarter economy. Basing on two contents of Headquarter economy, Enterprise headquarter and Headquarter base, this paper divides headquarter economy into enterprise headquarter economy and headquarter base economy, and put the contents into two parts, enterprise agglomeration effect and base radiation effect. I identify the position and function by re-definition to the concepts and make a base for the application of headquarter economy theories.Secondly, the meaning research of developing the headquarters economy in Xiaotangshan. Problems were analyzed that exist in the Xiaotangshan agriculture science and technology park development. Then from the angle of headquarter economy problems were analyzed and and suggests the breakthrough that attracts enterprises. At last, the consistency was analyzed of developing Agriculture Science& Technology Park and Headquarter economy. By making sure the consistency of park's position and function, drav/ the conclusion that we can develop agriculture park under the headquarter economy mold and analyze the meanings and the concrete ways.Thirdly, the evaluation analysis of enterprises of Xiaotangshan Agriculture Science& Technology Park. By analyzing the types of enterprises absorbed in the park, position the types of enterprises to be absorbed. This paper evaluate the agglomeration ability through enterprises of the park. The park should improve attraction to the companies by enhancing the service ability. And this paper also evaluate the raddiation effect. The park should exert its raddiation function from more ways.Fourthly, the solution research for developing the headquarters economy in Xiaotangshan. Developing ways and goals were put up of developing the headquarters economy on the basis of analysis to the circumstance; also bring forward countermeasures and ensurance.
