Research On The Supply System Of Rural Public Goods In China

Under the traditional planned economic system, the local governments below counties mainly supplied rural public goods, which accorded with the highly centralized and planned economy .This supply system had significant effect on economic development and social stabilization in the rural area in China .However, our economic environment has changed largely since 1970's.First, reformation made the market to be major force in rural resources allocation. Second , we have gone into the middle stage of industrialization .This change needed reform of supply system of the rural public goods and built a new supply system in accordance with market economy and our national situation .But our supply system of rural public goods has not changed essentially with building of market economy institution .It is still an inheritance of the supply system of rural public goods that started in the age of People Commune .The content of economic institution is not harmonious with environment of economic institution and then the supply of rural public goods comes to be a problem that is an important reason of issues on agriculture ,farmers and countryside .So we must study the development regularity ,the realization method and innovation goals of the supply system of rural public goods in market economy institution to resolve issues on agriculture ,farms and countryside ,to build new socialism countryside .That is the original intention of this thesis.This thesis deals with the theme logically as following:First chapter introduces research background and research trends of the supply system of rural public goods in china and foreign countries, and illustrates the research goal, research process, research method and innovations .Second chapter proposes the basic theory and specific theory analysis frame of the supply system of rural public goods through induction and improvement to domestic and foreign theories .Third chapter relates foreign experiences of the improvement of supply system of rural public goods to understand the general historical trends of the supply system of rural public goods and to give suggestions .Forth chapter reviews our past improvements of the supply system of rural public goods tounderstand the path dependence of our supply system improvement of rural public goods .Fifth chapter analyzes current supply system of rural public goods for understanding the problems and the reasons of current supply system of rural public goods in order to adjust our innovation direction of our supply system of rural public goods .Sixth chapter designs the innovation goals and measures of our supply system of rural public goods based on the condition that I basically get hold of the general regularity of the supply system improvement of rural public goods .Seventh chapter suggests a chain of measures ,mainly including the reform of village and town administrative system ,the improvement of farmers self-governed institution and the establishment of public financial institution ,etc .Eighth chapter is a conclusion of the research in the thesis and illustrate some questions that are not studied . There are some theoretical innovations in this thesis:1. The supply system of public goods is regarded as a set of systems. From the type of system, it includes the government supply system of rural public goods, the private supply system of rural public goods and the third party supply system;from the content, it composes of decisive system of rural public goods, fund-raising system, production system and allocation system. Researching and analyzing on the development of the supply system set of rural public goods by using the institutional analysis frame of new institutional economics will help us understand and grasp the regularity of the development of the supply system of rural public goods.2. There are an investigation into the development of the supply system of rural public goods in the countryside abroad with market economy and an inquiry into the general regularity of the development of the supply system of rural public goods. That is, during the middle and later process of industrialization, every country had generally established the set of diverse supply systems of rural public goods which was dominated by the government supply, and the pattern of rural public goods supply from the government was generally within the public finance.3. This thesis proposes the goal of systematical innovation of rural public goods. It is that the supply system of rural public goods which accords with the socialism market economy and gives a consideration of the establishment of the equity and the efficiency .From the type of system, it is a set of systems which highlights the government supply and makes the private and the third party supplementary. From the content of system, it should composes of the four parts below: the decisive system from top to bottom, combined with the one from bottom to top;the fund-raising system based on the public finance;the production system of diversity and the allocation system with equity and reasonability.4. The model of village and town autonomy is further illustrated. The village and townautonomy is raised by Wu Li-cai, which means that the village autonomy should be enhanced to the village and town with the reservation of administrative function in the village and town, which makes the village and town become an organization of cooperation between the government and the people. The reason of carrying out the model and concrete measures are systematically illustrated in this paper.5. The fund-raising system that the autonomous organization of villagers supplies the rural public goods is discussed in this thesis. In accordance with the financial dilemma in the autonomous organization of villagers after the tax and charge reform in the country, an idea that the rent combines the charging of "one affair with one discussion" is raised, which will promote supplying the village public goods effectively.
